 1-2                          SENATE RESOLUTION NO. 112
 1-3           WHEREAS, The Senate of the State of Texas is pleased to
 1-4     designate January 29, 2001, as Texas School Safety Day at the
 1-5     Capitol and to recognize the Texas School Safety Center on the
 1-6     occasion of its annual summit in Austin; and
 1-7           WHEREAS, The annual School Safety Summit is one of many
 1-8     events sponsored by the Texas School Safety Center in its efforts
 1-9     to serve those Texas schools that are developing and implementing
1-10     policies and programs aimed at providing students with a safe
1-11     learning environment; and
1-12           WHEREAS, The center's annual summit focuses on
1-13     school-family-community mobilization to reduce violence and
1-14     promote school safety; at the summit, professionals present
1-15     model programs and practices regarding school security, crisis
1-16     planning and prevention, gang prevention, drug prevention,
1-17     interagency cooperation, peer mediation, youth involvement,
1-18     and school climate; and
1-19           WHEREAS, Recent studies on the incidence of school
1-20     violence indicate that 10 percent of the public schools in the
1-21     United States experience serious violent crime, such as murder,
1-22     rape, suicide, physical fight with a weapon, or robbery; from
 2-1     July 1, 1997, through June 30, 1998, there were 60
 2-2     school-associated violent deaths in the United States; and
 2-3           WHEREAS, In 1998, 253,000 students ages 12 through 18
 2-4     were victims of nonfatal crimes, and from 1994 through 1998,
 2-5     teachers were victims of 1,755,000 nonfatal crimes at school,
 2-6     including theft, rape, robbery, and aggravated assault; and
 2-7           WHEREAS, The Texas Juvenile Probation Commission
 2-8     statistics for the year 1998 indicate that there was one
 2-9     juvenile violent crime referral every hour, a homicide referral
2-10     every three days, a sexual assault referral every five and
2-11     one-half hours, an aggravated assault every two hours, a burglary
2-12     referral every 64 minutes, and a drug referral every 32 minutes;
2-13     now, therefore, be it
2-14           RESOLVED, That the Senate of the State of Texas,
2-15     77th Legislature, hereby commend the Texas School Safety Center
2-16     on its efforts to reduce school-related violence and to promote
2-17     school safety and encourage all Texans to pay tribute to the
2-18     center on Texas School Safety Day at the Capitol; and, be it
2-19     further
2-20           RESOLVED, That a copy of this Resolution be prepared
2-21     for the Texas School Safety Center as an expression of esteem
2-22     from the Texas Senate.
