1-1 1 1-2 SENATE RESOLUTION NO. 115 1-3 In Memory 1-4 of 1-5 James S. Hicks 1-6 WHEREAS, The Senate of the State of Texas joins the 1-7 citizens of El Paso in mourning the loss of former longtime 1-8 tax assessor-collector James S. Hicks, who died on 1-9 December 29, 2000, at the age of 73; and 1-10 WHEREAS, This distinguished gentleman served his country 1-11 honorably during World War II and the Korean War in the 1-12 United States Air Force; and 1-13 WHEREAS, Beginning work for El Paso's City Tax Office 1-14 in 1950, Mr. Hicks took control of the office as city tax 1-15 assessor-collector after winning an election in 1981; and 1-16 WHEREAS, Mr. Hicks became the county tax assessor-collector 1-17 in 1985, when the city and county tax offices consolidated 1-18 property tax collection under the aegis of the city and left 1-19 vehicle registrations, license plates, and some other duties to 1-20 the county; and 2-1 WHEREAS, Continually being re-elected county tax 2-2 assessor-collector of El Paso until 1996, Jimmy Hicks was 2-3 very involved in community activities; and 2-4 WHEREAS, Mr. Hicks will be remembered as being instrumental 2-5 in the successful consolidation of many of the city and county 2-6 tax functions; he sought public service as a way to return value 2-7 to his city; and 2-8 WHEREAS, This dedicated gentleman served on the El Paso 2-9 Employees Credit Union board and worked with the Rescue Mission 2-10 of El Paso, the El Paso Diabetes Association, and the 2-11 Northeast Democrats; and 2-12 WHEREAS, A genuine public servant, Jimmy Hicks was also 2-13 a coach, an umpire, and commissioner of Boys' Baseball of 2-14 El Paso; and 2-15 WHEREAS, A man of integrity, strength, and generosity, he 2-16 gave unselfishly of his time to many causes; he leaves a legacy 2-17 of compassion and dedication that will be remembered with great 2-18 affection; now, therefore, be it 2-19 RESOLVED, That the Senate of the State of Texas, 2-20 77th Legislature, hereby extend sincere condolences to 2-21 the members of the family of James S. Hicks: his wife, 2-22 Dolores H. Hicks; his sons, James Hicks, Ronald Hicks, 2-23 Michael Hicks, and Thomas Hicks; his daughter, Helen Withers; 3-1 his sister, Carolyn Mayes; and his 13 grandchildren; and, be 3-2 it further 3-3 RESOLVED, That a copy of this Resolution be prepared for 3-4 the members of his family as an expression of deepest sympathy 3-5 from the Texas Senate; and that when the Senate adjourns this day, 3-6 it do so in memory of James S.
