 1-2                          SENATE RESOLUTION NO. 153
 1-3           WHEREAS, The Senate of the State of Texas is pleased to
 1-4     recognize Dr. James O. Rueter, who retired after a distinguished
 1-5     career of 30 years of excellence in education; and
 1-6           WHEREAS, Becoming Superintendent of Cedar Hill Independent
 1-7     School District on December 15, 1993, Dr. Rueter brought many
 1-8     improvements to his work; he began with a student population of
 1-9     4,900 and a $23 million budget; and
1-10           WHEREAS, A talented and resourceful superintendent,
1-11     Dr. Rueter guided the district through a growth in the student
1-12     body to 6,500 and an increase in the budget to $43 million, at
1-13     the same time reducing the tax rate; and
1-14           WHEREAS, Having served as a teacher, assistant principal,
1-15     elementary school principal, middle school principal, director,
1-16     associate superintendent, and superintendent, Dr. Rueter brought
1-17     a wealth of experience to his position with Cedar Hill; and
1-18           WHEREAS, Dr. Rueter believes strongly in returning value to
1-19     his community, and he is a member of the boards of directors of
1-20     the Cedar Hill Chamber of Commerce and the Cedar Hill Noon Lions
1-21     Club; he donates his time to the Cedar Hill Historical Society,
 2-1     the Friends of the Dallas Museum of Art, the Friends of the Dallas
 2-2     Arboretum, and the Friends of the Zula Bryant Wiley Library; and
 2-3           WHEREAS, The recipient of numerous honors and awards,
 2-4     James Rueter is a graduate of the 1995 Leadership Southwest
 2-5     Program and a winner of the Outstanding Administrative Leadership
 2-6     Award from Southwest Baptist University for 1988; and
 2-7           WHEREAS, Chosen as Region X Superintendent of the Year
 2-8     in 1998, Dr. Rueter was listed in Who's Who in Executives and
 2-9     Professionals in 1996, is a member of the Council of School
2-10     Executives of Texas A&M University, and was Chairman of District
2-11     10-4A University Interscholastic League in 1998; and
2-12           WHEREAS, Among his professional associations, Dr. Rueter is
2-13     a member of the American Association of School Administrators, the
2-14     Association for Supervision and Curriculum Development, the Texas
2-15     Association of School Administrators, and Phi Delta Kappa; and
2-16           WHEREAS, A proven leader, Dr. Rueter guided the district
2-17     through successful bond elections in 1995 and 2000, gaining
2-18     funds for the district to improve facilities and to enhance an
2-19     outstanding technical improvement program; and
2-20           WHEREAS, Due to Dr. Rueter's superior guidance, innumerable
2-21     Cedar Hill Independent School District students have distinguished
2-22     themselves throughout the state; and
2-23           WHEREAS, Dr. James O. Rueter has enhanced the quality of
 3-1     education in the Cedar Hill Independent School District and in
 3-2     the State of Texas in countless ways, and he is indeed worthy
 3-3     of legislative recognition; now, therefore, be it
 3-4           RESOLVED, That the Senate of the State of Texas,
 3-5     77th Legislature, hereby congratulate Dr. James O. Rueter on
 3-6     his outstanding service in education to the citizens of the
 3-7     State of Texas and extend to him warmest best wishes for a
 3-8     happy and rewarding retirement; and, be it further
 3-9           RESOLVED, That a copy of this Resolution be prepared
3-10     for Dr. Rueter as an expression of highest regard from the
3-11     Texas Senate.
