 1-5                                 Wayne Wyatt
 1-6           WHEREAS, The Senate of the State of Texas joins citizens
 1-7     throughout the state in mourning the death of an exemplary
 1-8     Texan, Wayne Wyatt; and
 1-9           WHEREAS, Born August 5, 1935, in Girard, Texas, Wayne grew
1-10     up in Kent and Dickens counties; after graduating from Girard
1-11     High School in 1953, he began his career with the state in 1957,
1-12     serving as a field representative for the High Plains Underground
1-13     Water Conservation District 1; and
1-14           WHEREAS, In 1968, Wayne began his tenure with the Texas Water
1-15     Development Board; over the course of 10 years, he served the
1-16     organization in various capacities, always carrying out his duties
1-17     with consummate professionalism; and
1-18           WHEREAS, A proven leader and administrator, Wayne assumed
1-19     the duties of general manager of the High Plains Water District
1-20     on February 1, 1978; and
 2-1           WHEREAS, Under Wayne's direction, the High Plains Water
 2-2     District received numerous honors for its conservation efforts,
 2-3     among them the Outstanding Water Conservationist Award from the
 2-4     Groundwater Management Districts Association, the Irrigation
 2-5     Association's Water Conservationist of the Year Award, and the
 2-6     National Water and Energy Conservation Award; and
 2-7           WHEREAS, A nationally recognized expert on ground water
 2-8     management, Wayne was honored by many professional organizations;
 2-9     the Gerald W. Thomas Award for Outstanding Agriculturist, the
2-10     Bureau of Reclamation's Citizen Award, and the Texas Agricultural
2-11     Irrigation Association's Industry Achievement Award are but a few
2-12     of the awards he received; and
2-13           WHEREAS, As the author or co-author of more than 100
2-14     reports on water conservation and Texas ground water resources,
2-15     Wayne was proud to have his work quoted by such leading periodicals
2-16     as Business Week, Newsweek, and National Geographic; and
2-17           WHEREAS, Outside of his professional life, Wayne was a
2-18     devoted husband and father and was active in farming and ranching
2-19     in Crosby, Dickens, and Kent counties; and
2-20           WHEREAS, An astute manager and utilities expert, Wayne Wyatt
2-21     performed a vital service for his state; his sound judgment and
2-22     dedication to the field of ground water management were evident
2-23     to all who knew him, and the State of Texas was indeed fortunate
2-24     to count him among its citizens; now, therefore, be it
 3-1           RESOLVED, That the Senate of the State of Texas,
 3-2     77th Legislature, hereby extend sincere condolences to the
 3-3     family of Wayne Wyatt:  his wife, Linda Wyatt; his mother,
 3-4     Robbie Wyatt; his children, Leisa Oesterreich and Mika Wyatt;
 3-5     and his four grandchildren; and, be it further
 3-6           RESOLVED, That a copy of this Resolution be prepared for his
 3-7     family as an expression of deepest sympathy from the Texas Senate,
 3-8     and that when the Senate adjourns on this day, it do so in memory
 3-9     of Wayne Wyatt.
