 1-5                                Alex Longoria
 1-6           WHEREAS, The Senate of the State of Texas joins the citizens
 1-7     of Mission and McAllen in mourning the loss of Police Chief
 1-8     Alex Longoria, who died December 19, 2000, at the age of 53; and
 1-9           WHEREAS, A native of Mission, Texas, Alex Longoria served
1-10     as a military police officer in Vietnam for three years before
1-11     joining the McAllen Police Department in 1971; after helping to
1-12     clean up the department and restore confidence among the officers,
1-13     Alex Longoria became chief of police in 1985; and
1-14           WHEREAS, During Chief Longoria's administration, the police
1-15     department grew from 138 officers to almost 250, and the annual
1-16     budget increased from $4.5 million to $16 million; he is credited
1-17     with taking a small and troubled department and turning it into a
1-18     well-equipped force; and
1-19           WHEREAS, The chief had a deep commitment to ethics and was
1-20     dedicated to making McAllen a safer place in which to live, work,
1-21     and raise families; he instituted a community policing philosophy,
 2-1     created a number of specialized task forces, and stationed mobile
 2-2     units around the city, all of which resulted in a drastic reduction
 2-3     in crime in former problem areas; and
 2-4           WHEREAS, He was instrumental in augmenting manpower with
 2-5     technology and collaborated with city officials in developing
 2-6     a five-year comprehensive plan for the department, which
 2-7     included such advances as a computer database to keep records
 2-8     of fingerprints; and
 2-9           WHEREAS, A man of vision and a pioneer in local law enforcement
2-10     and community policing techniques, Chief Longoria was honored
2-11     numerous times over the years for his outstanding work; he received
2-12     recognition at the White House and recently at the United States
2-13     Attorney General's Office; and
2-14           WHEREAS, An exemplary and distinguished gentleman, Alex Longoria
2-15     was respected for his many accomplishments and his leadership in
2-16     the community; he was a devout Christian and a member of Saint Paul
2-17     Catholic Church; and
2-18           WHEREAS, A man of integrity, strength, and generosity, he gave
2-19     unselfishly of his time to others, and his wisdom, warmth, and
2-20     valued counsel will not be forgotten by those who knew him; and
2-21           WHEREAS, Alex Longoria lived his life to the fullest and was
2-22     a devoted husband, father, and grandfather, and he leaves behind
2-23     memories that will be treasured forever by his family and many
 3-1     friends; now, therefore, be it
 3-2           RESOLVED, That the Senate of the State of Texas,
 3-3     77th Legislature, hereby extend sincere condolences
 3-4     to the bereaved family of Alex Longoria:  his wife,
 3-5     Maria Margarita Longoria; his children, Teresa Elena De Anda,
 3-6     Alejandro Romeo Longoria, and Veronica Laura Longoria; his mother,
 3-7     Celia O. Longoria; his brother, Arturo Longoria; and his grandson,
 3-8     Joshua Anthony Longoria; and, be it further
 3-9           RESOLVED, That a copy of this Resolution be prepared for the
3-10     members of his family as an expression of deepest sympathy from
3-11     the Texas Senate, and that when the Senate adjourns this day, it
3-12     do so in memory of Alex Longoria.
