 1-2                          SENATE RESOLUTION NO. 330
 1-3           WHEREAS, The Texas Senate is proud to congratulate
 1-4     retiring superintendent Dr. John D. Horn of the Mesquite
 1-5     Independent School District as he nears the end of an
 1-6     outstanding 38-year career dedicated to educational excellence;
 1-7     and
 1-8           WHEREAS, Highly respected throughout the state and often
 1-9     honored for his many significant contributions to Texas public
1-10     education, Dr. Horn served as superintendent of the Allen
1-11     Independent School District for eight years before assuming the
1-12     helm of the 32,000-student Mesquite school system; and
1-13           WHEREAS, During his 15-year tenure in Mesquite,
1-14     Dr. Horn has sought continuous improvement throughout the system,
1-15     supporting numerous initiatives to enhance staff development and
1-16     student achievement, strengthen academic programs, and establish
1-17     partnerships with parents and with community and business leaders;
1-18     as a result of this comprehensive strategy, the Mesquite district
1-19     has attained "recognized" status with the Texas Education Agency;
1-20     and
1-21           WHEREAS, Moreover, Dr. Horn has been involved in
1-22     statewide efforts relating to educational programs and
 2-1     policy; he was instrumental in creating the Texas Professional
 2-2     Development and Technology Centers in conjunction with
 2-3     Texas A&M University-Commerce, and helped establish and served
 2-4     on the board of the Texas Center of Educational Research; a
 2-5     governor's appointee to the Task Force on Vocational Education,
 2-6     he also served on the boards of the Texas Academy of Math & Science
 2-7     and the Texas Center for Partners in Education; and
 2-8           WHEREAS, In 1999, in recognition of the many ways in
 2-9     which his work has benefited the schoolchildren of Texas, Dr. Horn
2-10     received the state's most coveted education tribute, the Golden
2-11     Deeds Award, given by the Administrative Leadership Institute; he
2-12     was selected as Texas Superintendent of the Year by the Texas
2-13     Association of School Administrators in 1995 and was named one of
2-14     the top five superintendents by the Texas Association of School
2-15     Boards in 1993; in 1998 the Mesquite Independent School District
2-16     Board of Trustees approved the naming of the district's fifth high
2-17     school in his honor; and
2-18           WHEREAS, In addition to his professional endeavors,
2-19     Dr. Horn has given generously of his time and talents to such
2-20     community organizations as the Dallas County Local Workforce
2-21     Development Board, Mesquite Economic Development Foundation Board
2-22     of Directors, Mesquite Rotary Club and Chamber of Commerce, and
2-23     the Boy Scouts; and
2-24           WHEREAS, This esteemed gentleman's vision and guidance
 3-1     have contributed tremendously to his community and to the
 3-2     development of the Mesquite Independent School District as a
 3-3     highly respected educational system; he is nationally recognized
 3-4     for committing himself to rigorous standards of achievement, and
 3-5     his lasting influence will surely be felt in the district's
 3-6     continued success; now, therefore, be it
 3-7           RESOLVED, That the Senate of the State of Texas,
 3-8     77th Legislature, hereby commend Dr. John D. Horn for his
 3-9     dedication to the students of Texas on the occasion of his
3-10     retirement as superintendent of the Mesquite Independent School
3-11     District and extend to him sincere best wishes for happiness and
3-12     success in his future endeavors; and, be it further
3-13           RESOLVED, That an official copy of this Resolution be
3-14     prepared for Dr. Horn as an expression of high regard from the
3-15     Texas Senate.
