 1-2                          SENATE RESOLUTION NO. 377
 1-3           WHEREAS, The Senate of the State of Texas takes pride in
 1-4     recognizing Governor Rick Perry, who was recently selected as
 1-5     the 2001 Border Texan of the Year; and
 1-6           WHEREAS, Initiated by the Hidalgo Chamber of Commerce
 1-7     in 1989, the Border Texan of the Year award pays tribute to an
 1-8     individual who makes outstanding contributions to the betterment
 1-9     of the Rio Grande Valley and South Texas; and
1-10           WHEREAS, A fifth-generation Texan, Rick Perry was born in
1-11     Paint Creek, Texas, in Haskell County and grew up on his family's
1-12     farm; he earned a degree in animal science from Texas A&M University
1-13     and joined the United States Air Force, serving as a C-130 pilot
1-14     for four and one-half years and earning the rank of captain; and
1-15           WHEREAS, A man of exceptional leadership and vision,
1-16     Rick Perry has devoted much of his life to the benefit of our
1-17     state; a member of the Texas House of Representatives from the
1-18     69th through 71st Legislatures, he was recognized as one of the
1-19     most effective legislators of 1989 by The Dallas Morning News;
1-20     Governor Perry then served for two terms as the Texas Commissioner
1-21     of Agriculture; he was the first agribusinessman in 40 years to
1-22     serve in that position and was most successful in promoting and
1-23     expanding markets for Texas' agricultural products; and
 2-1           WHEREAS, After his election as Lieutenant Governor of
 2-2     Texas in 1998, he served with distinction; he was sworn in as
 2-3     the 47th Governor of Texas on December 21, 2000; and
 2-4           WHEREAS, Throughout his career, Governor Perry has devoted
 2-5     his attention to the needs of the farmers and ranchers of our
 2-6     state and to the educational and environmental needs of the
 2-7     schoolchildren of Texas; he has voiced his strong intention
 2-8     to make border issues a high priority during his tenure as
 2-9     governor and to concentrate on improving health care, educational
2-10     opportunities, and infrastructure for border residents; and
2-11           WHEREAS, Rick Perry brings a wealth of experience
2-12     and expertise to his role as governor of our state, and his
2-13     understanding of our state's rural and agricultural needs and
2-14     his insight into life in the Texas borderlands will undoubtedly
2-15     prove to be invaluable to the people of South Texas; now,
2-16     therefore, be it
2-17           RESOLVED, That the Senate of the State of Texas,
2-18     77th Legislature, hereby commend Governor Rick Perry on his
2-19     distinguished career and his many accomplishments on behalf of
2-20     our state and extend to him congratulations on his selection as
2-21     Border Texan of the Year; and, be it further
2-22           RESOLVED, That a copy of this Resolution be prepared for
2-23     Governor Perry as an expression of esteem from the Texas Senate.
