1-1 1 1-2 SENATE RESOLUTION NO. 383 1-3 WHEREAS, The Texas Senate is proud to welcome the 1-4 participants in the Parents as Teachers program, who have 1-5 travelled to the State Capitol on Parents as Teachers Day, 1-6 March 6, 2001; and 1-7 WHEREAS, An award-winning early childhood parent education 1-8 program that supports and empowers parents as their child's first 1-9 and most influential teachers, Parents as Teachers (PAT) is based 1-10 on sound research and is a partnership between home and school 1-11 designed to give to children the best possible start in life; 1-12 and 1-13 WHEREAS, The program was first brought to Texas in 1987 by 1-14 the Mental Health Association in Texas, and there were three 1-15 pilot sites; today there are about 120 sites, mainly in school 1-16 district settings, which serve approximately 10,000 families; 1-17 and 1-18 WHEREAS, Continuing to firmly support the Texas Parents as 1-19 Teachers programs, the Mental Health Association in Texas assists 1-20 by coordinating training, certification, state conferences, and 1-21 technical assistance; and 2-1 WHEREAS, Parent educators provide childhood developmental 2-2 information, including the latest in brain research; Parents 2-3 as Teachers services include home visits, group meetings, 2-4 developmental screenings, and links to community resources; and 2-5 WHEREAS, Serving a full range of families from diverse 2-6 socioeconomic and ethnic backgrounds, the Texas Parents as 2-7 Teachers program integrates neuroscience and child development 2-8 information; and 2-9 WHEREAS, Some of the Parents as Teachers sites are part of 2-10 a larger program that offers child care, mentoring, drug abuse 2-11 counseling, gang intervention, and English tutoring; and 2-12 WHEREAS, Parents as Teachers is an excellent program in 2-13 Texas, and it is truly deserving of legislative recognition; 2-14 now, therefore, be it 2-15 RESOLVED, That the Senate of the State of Texas, 2-16 77th Legislature, hereby commend the members of the Parents as 2-17 Teachers program and applaud their commitment and contributions 2-18 to the education of their children; and, be it further 2-19 RESOLVED, That a copy of this Resolution be prepared for 2-20 this outstanding group as an expression of highest regard from 2-21 the Texas Senate. 2-22 West 3-1 Armbrister Gallegos Ogden 3-2 Barrientos Harris Shapiro 3-3 Bernsen Haywood Shapleigh 3-4 Bivins Jackson Sibley 3-5 Brown Lindsay Staples 3-6 Cain Lucio Truan 3-7 Carona Madla Van de Putte 3-8 Duncan Moncrief Wentworth 3-9 Ellis Nelson Whitmire 3-10 Fraser Zaffirini 3-11 Ratliff, President of the Senate 3-12 ______________________________________ 3-13 President of the Senate 3-14 I hereby certify that the above 3-15 Resolution was adopted by the Senate 3-16 on March 6, 2001. 3-17 ______________________________________ 3-18 Secretary of the Senate 3-19 ______________________________________ 3-20 Member, Texas Senate
