1-1 1 1-2 SENATE RESOLUTION NO. 459 1-3 WHEREAS, The Senate of the State of Texas is pleased to 1-4 recognize the Director of Department of Public Safety Services of 1-5 Sam Houston State University, Charles William Tackett, for his 1-6 exceptional contributions to the field of law enforcement during 1-7 his illustrious 50-year career with the City of Corpus Christi and 1-8 Sam Houston State University; and 1-9 WHEREAS, In November, 2000, Charlie Tackett's co-workers, 1-10 friends, family, and staff held a commemoration celebration at 1-11 Sam Houston State University to mark this auspicious occasion; 1-12 and 1-13 WHEREAS, Beginning his distinguished career with the 1-14 Corpus Christi Police Division in 1950, Officer Tackett was a 1-15 patrol officer, was promoted to Head of Vice and Narcotics in 1960, 1-16 and was promoted to Commander of Police, bypassing the rank of 1-17 Captain; and 1-18 WHEREAS, Commander Tackett was given a year's leave, with 1-19 pay, to attend Sam Houston State University and there he earned 1-20 his bachelor of science degree, cum laude, in 1972; in addition, 1-21 he completed 33 graduate hours in police and public administration; 1-22 and 2-1 WHEREAS, Chief Tackett was offered the position of Director 2-2 of Sam Houston State University's Public Safety Services Department 2-3 in 1973; and 2-4 WHEREAS, When Charles Tackett first came to the university, 2-5 the department had no police cars, and all officers walked foot 2-6 patrols; Chief Tackett has improved the department immeasurably, 2-7 making it one of the best in the country; and 2-8 WHEREAS, Today Chief Tackett commands 12 full-time, 2-9 state-certified peace officers whose primary jurisdiction is 2-10 on any land owned or under control of the university; and 2-11 WHEREAS, A man of great achievement, Charlie Tackett has 2-12 been honored by the Texas State University Board of Regents with 2-13 a resolution marking his 50 years of service, was designated a 2-14 Rotary Club's Paul Harris Fellow, was voted the division's Employee 2-15 of the Year for 1996, and he was presented the Sam Houston State 2-16 University Award recognizing his dedicated service and his 2-17 commitment to the Criminal Justice Center; and 2-18 WHEREAS, Chief Tackett shares his experience, insights, 2-19 and energy with his community through his involvement in various 2-20 charitable and civic organizations, including the Rotary Club of 2-21 Huntsville, the Kiwanis of Corpus Christi, and the Corpus Christi 2-22 Jaycees; and 2-23 WHEREAS, Charlie and his lovely wife, Betty Tackett, are 3-1 the proud parents of two daughters; now, therefore, be it 3-2 RESOLVED, That the Senate of the State of Texas, 3-3 77th Legislature, hereby commend Chief Charles W.
