 1-2                          SENATE RESOLUTION NO. 479
 1-3           WHEREAS, The Senate of the State of Texas proudly recognizes
 1-4     Bob Terrell, City Manager of Fort Worth, who is retiring after a
 1-5     distinguished career of service to the city; and
 1-6           WHEREAS, A 1966 graduate of the University of Kansas, this
 1-7     distinguished gentleman has a bachelor of science degree in
 1-8     secondary education, and for five years he served as Executive
 1-9     Director of Turner House, a neighborhood community center; he
1-10     earned his master's degree in public administration from the
1-11     University of Kansas in 1975; and
1-12           WHEREAS, Since joining the City of Fort Worth more than
1-13     25 years ago, Bob Terrell has consistently manifested exceptional
1-14     proficiency and reliable judgment in dealing with the unique
1-15     challenges of working in city government; and
1-16           WHEREAS, Mr. Terrell went to work with the City of Fort Worth
1-17     in 1974 as a budget analyst; in 1977, he went to work for an
1-18     economic development corporation, and he returned to city
1-19     employment in 1979 as Assistant to the City Manager until
1-20     he was appointed as Assistant City Manager in 1985; and
1-21           WHEREAS, As Assistant City Manager, Mr. Terrell had
 2-1     responsibilities for various city departments, including Police,
 2-2     Fire, Public Events, Municipal Courts, Disadvantaged Business
 2-3     Enterprise Program, and Ambulance Services; and
 2-4           WHEREAS, Officially appointed City Manager on July 7, 1992,
 2-5     Bob Terrell implemented the city's first comprehensive energy
 2-6     management program, coordinated Fort Worth's role in establishing
 2-7     a 9-1-1 system, and established the Minority/Women Business
 2-8     Enterprise Program; and
 2-9           WHEREAS, This outstanding manager coordinated, with the
2-10     Police Department, the implementation of the city's successful
2-11     CODE:  BLUE anti-crime effort, the forerunner of the city's
2-12     nationally recognized community policing program; and
2-13           WHEREAS, Mr. Terrell has been President of the National Forum
2-14     of Black Public Administrators North Texas Chapter, and he is a
2-15     member of the International City Management Association, Large City
2-16     Executives Forum, and Texas City Management Association; and
2-17           WHEREAS, Generous with his time and energy, Bob has served on
2-18     the YMCA of Fort Worth Committees, the board of the United Way, and
2-19     the Longhorn Council of the Boy Scouts of America; and
2-20           WHEREAS, Noted for his honesty and concern for his fellowman,
2-21     Mr. Terrell has long had the respect and friendship of the
2-22     residents of Fort Worth; and
2-23           WHEREAS, An exemplary gentleman, Mr. Terrell is beloved
 3-1     and respected by his colleagues at work, and his presence as
 3-2     City Manager will be greatly missed; now, therefore, be it
 3-3           RESOLVED, That the Senate of the State of Texas,
 3-4     77th Legislature, hereby express sincere appreciation to
 3-5     Bob Terrell for his many accomplishments and his years of
 3-6     dedication to the City of Fort Worth and extend best wishes
 3-7     to him for the retirement years ahead; and, be it further
 3-8           RESOLVED, That a copy of this Resolution be prepared for
 3-9     him as an expression of highest regard from the Texas Senate.
