 1-2                          SENATE RESOLUTION NO. 480
 1-3           WHEREAS, The Senate of the State of Texas is proud to pay
 1-4     tribute to the life of Thomas R. Windham, former chief of police for
 1-5     the Fort Worth Police Department, who passed away January 12, 2000;
 1-6     and
 1-7           WHEREAS, Beloved and respected by his former colleagues,
 1-8     Chief Windham was well known for his dedication to his profession
 1-9     and for his superior courage and leadership; and
1-10           WHEREAS, Throughout his career, Chief Windham skillfully
1-11     managed the far-reaching responsibilities of his position, and he
1-12     was admired by citizens across Tarrant County for his hard work and
1-13     perseverance; and
1-14           WHEREAS, Dedicated to making Fort Worth a safer place in
1-15     which to live, work, and raise families, Chief Windham established
1-16     such innovative crime fighting programs as CODE BLUE, Citizens On
1-17     Patrol, Kids CODE BLUE, and Ministers Against Crime; and
1-18           WHEREAS, During his tenure, there was a 54 percent reduction
1-19     in crime in the city, and his techniques helped to make the
1-20     Fort Worth Police Department admired by law enforcement agencies
1-21     worldwide; and
1-22           WHEREAS, In honor of his exceptional work in law enforcement,
 2-1     the City of Fort Worth is naming the Police Administration Building
 2-2     at 350 W. Belknap, The Thomas R. Windham Building; and
 2-3           WHEREAS, An outstanding police officer and administrator,
 2-4     Chief Windham displayed expertise and sound judgment in dealing
 2-5     with the unique challenges of law enforcement duty, and his
 2-6     contributions to the people of Fort Worth have made a lasting
 2-7     impression; now, therefore, be it
 2-8           RESOLVED, That the Senate of the State of Texas,
 2-9     77th Legislature, hereby commend the late Chief Thomas R. Windham
2-10     on his superb career in law enforcement and join those attending
2-11     the dedication of The Thomas R. Windham Building in honoring his
2-12     memory; and, be it further
2-13           RESOLVED, That a copy of this Resolution be prepared as an
2-14     expression of esteem for the life of Thomas R. Windham.
