1-1 1 1-2 SENATE RESOLUTION NO. 504 1-3 WHEREAS, The Senate of the State of Texas is pleased 1-4 to recognize Mayor Richard Rozier on Best Southwest Chamber 1-5 Partnership Day at the Capitol, March 28, 2001, for his 1-6 outstanding leadership in the City of DeSoto and the Best 1-7 Southwest communities of southern Dallas County; and 1-8 WHEREAS, Mr. Rozier served as a member of the DeSoto City 1-9 Council for one year prior to beginning his tenure as mayor in 1-10 1995; and 1-11 WHEREAS, While Richard Rozier served as a city councilman 1-12 and mayor, DeSoto enjoyed capable fiscal management; the 1-13 City of DeSoto saw its bond rating increase from A to AA- and 1-14 its total assessed taxable value increase $500 million; and 1-15 WHEREAS, Mr. Rozier also spearheaded the drive which 1-16 obtained $96,450,000 in signalization-street-highway funding, 1-17 and he helped implement a five-year Capital Improvement Program; 1-18 and 1-19 WHEREAS, Mayor Rozier's considerable executive abilities have 1-20 brought DeSoto great distinction; the city has been recognized by 1-21 Texas Business Magazine as one of the best managed cities in Texas 2-1 and one of the top 20 cities for business relocation; and 2-2 WHEREAS, Mayor Rozier donated his time and energies as the 2-3 president of the boards of the DeSoto Housing Finance Corporation, 2-4 the DeSoto Industrial Development Corporation, and the DeSoto 2-5 Health Facilities Development Corporation; and 2-6 WHEREAS, Richard Rozier distinguished himself not only as 2-7 an exemplary leader in DeSoto, but also in the greater community 2-8 of southern Dallas County as well; Mayor Rozier served on the 2-9 boards of the North Texas Commission and the Dallas Regional 2-10 Mobility Coalition, and he was appointed by Governor George W. Bush 2-11 to serve on the board of the Regional Review Committee; he was 2-12 instrumental in the success of Best Southwest cooperative projects 2-13 for jail, public safety dispatch, employee training, and alarm 2-14 monitoring; and 2-15 WHEREAS, An exemplary and distinguished gentleman who 2-16 has brought great honor to the people of DeSoto and southern 2-17 Dallas County, Richard Rozier is truly worthy of legislative 2-18 commendation; now, therefore, be it 2-19 RESOLVED, That the Senate of the State of Texas, 2-20 77th Legislature, hereby extend its deepest gratitude to 2-21 Mayor Richard Rozier for his dedication to public service and 2-22 for the exemplary work he has completed on behalf of his fellow 2-23 citizens; and, be it further 2-24 RESOLVED, That a copy of this Resolution be prepared for 3-1 Mayor Rozier as an expression of esteem from the Texas Senate. 3-2 West 3-3 ______________________________________ 3-4 President of the Senate 3-5 I hereby certify that the above 3-6 Resolution was adopted by the Senate 3-7 on March 19, 2001. 3-8 ______________________________________ 3-9 Secretary of the Senate 3-10 ______________________________________ 3-11 Member, Texas Senate
