1-1 1 1-2 SENATE RESOLUTION NO. 518 1-3 In Memory 1-4 of 1-5 Dr. Samuel C. Waters 1-6 WHEREAS, The family and friends of Dr. Samuel C. "Sam" Waters 1-7 of Wichita Falls were greatly saddened by the passing of this 1-8 esteemed gentleman on February 19, 2001; and 1-9 WHEREAS, Born in Pampa on November 15, 1947, Dr. Waters 1-10 earned his bachelor's and medical degrees from Tulane University; 1-11 he served his internship and residency in internal medicine at 1-12 the Methodist Hospital of Dallas and completed his fellowship at 1-13 a host of noteworthy educational and medical facilities, finishing 1-14 in 1979; and 1-15 WHEREAS, This skilled physician moved to Wichita Falls and 1-16 worked as the chief of cardiology at Bethania Regional Hospital, 1-17 where he helped to establish its open heart surgery program; he also 1-18 served as the first director of the W. Erle White Diagnostic Cardiac 1-19 Catheterization Laboratory at Bethania and was a clinical associate 1-20 professor at The University of Texas Southwestern Medical Center 1-21 in Dallas; and 2-1 WHEREAS, Dr. Waters participated in numerous professional 2-2 organizations, including the Texas Medical Association Committee 2-3 on Cardiovascular Disease; he served as an alternate delegate and 2-4 delegate of the Wichita County Medical Association and, in 1997, was 2-5 elected president of the Wichita County Medical Society; Dr. Waters 2-6 mentored residents of the Wichita Falls Family Practice Program in 2-7 addition to being involved in myriad medical associations; and 2-8 WHEREAS, A dedicated proponent of various policy issues 2-9 relating to the medical profession, Dr. Waters served as president 2-10 of the North Texas Medical Foundation and was secretary for four 2-11 years and vice president for two years of the Board of Governors 2-12 of Texas Medical Liability Trust; the vice chairman and later 2-13 chairman of the District XIII TexPAC as well as a member of the 2-14 Candidate Evaluation Committee, Dr. Waters acted as cochairman of 2-15 the Wichita Falls Texans for Tort Reform; furthermore, he founded 2-16 and served on the Board of Directors of the North Texans Against 2-17 Lawsuit Abuse; and 2-18 WHEREAS, An Eagle Scout himself, he contributed greatly 2-19 to his area's youth as an active supporter of the Boy Scouts 2-20 of America, serving on the Board of Directors of the Northwest 2-21 Texas Council, where he was vice president for Health and Safety; 2-22 he was also a Heritage Society member and a lector at the Episcopal 2-23 Church of the Good Shepherd; and 2-24 WHEREAS, Dr. Waters was a talented physician dedicated 3-1 to his profession, a fine citizen generous to his community, and 3-2 a loving husband and father devoted to his family; he will be 3-3 deeply missed but his spirit will undoubtedly live on for all those 3-4 whose lives he touched; now, therefore, be it 3-5 RESOLVED, That the Senate of the State of Texas, 3-6 77th Legislature, hereby pay tribute to the life of 3-7 Dr. Samuel C. "Sam" Waters and extend sincere condolences to 3-8 the members of his family: his wife, Linda; his son, 3-9 George Peter; his daughters, Heather Helen and Elizabeth Ivy; 3-10 and his other relatives and many friends; and, be it further 3-11 RESOLVED, That an official copy of this Resolution be 3-12 prepared for the members of his family as an expression of deepest 3-13 sympathy from the Texas Senate, and that when the Senate adjourns 3-14 this day, it do so in memory of Samuel C.
