1-1 1 1-2 SENATE RESOLUTION NO. 581 1-3 WHEREAS, The Senate of the State of Texas is proud to 1-4 recognize Burl Jernigan who is retiring March 31, 2001, after 1-5 more than 30 years of loyal service in the field of law 1-6 enforcement; and 1-7 WHEREAS, Burl Jernigan began his exceptional career in law 1-8 enforcement with the Dallas Police Department in 1971; he later 1-9 served with the Ennis Police Department from 1974 to 1975 and 1-10 was Chief of Patrol and Investigations in north Dallas; and 1-11 WHEREAS, Beloved and highly respected in the community, 1-12 he began his career as Precinct 7 Deputy Constable in 1975 and 1-13 has faithfully served as Constable since being sworn in on 1-14 January 1, 1989; and 1-15 WHEREAS, A man of courage and conviction, Constable Jernigan 1-16 has been dedicated to making the streets of Precinct 7 a safer 1-17 place to live, work, and raise a family; his contributions include 1-18 walk patrols, a bicycle unit, an investigation unit, and a traffic 1-19 unit; and 1-20 WHEREAS, A leader in the Dallas community, he takes an 1-21 active interest in programs aimed at promoting better relations 1-22 between law enforcement personnel and area residents; he works 1-23 closely with the schools as a strong proponent of zero violence 2-1 tolerance policies, teaches Police Community Relations and law 2-2 enforcement classes, and keeps his constituency updated on laws 2-3 and legislation; and 2-4 WHEREAS, For his meritorious contributions, 2-5 Constable Jernigan received the Outstanding Texan Award, 2-6 special recognition from the President of the United States, 2-7 and numerous accolades from the communities he so diligently 2-8 serves; and 2-9 WHEREAS, The devoted father of three and grandfather of 2-10 four has earned the respect and admiration not only of his fellow 2-11 peace officers but also of the entire Dallas area, and in tribute 2-12 to his years of service Constable Jernigan is being honored with a 2-13 reception at Paul Quinn College on April 19, 2001; now, therefore, 2-14 be it 2-15 RESOLVED, That the Senate of the State of Texas, 2-16 77th Legislature, hereby honor Burl Jernigan for his valor 2-17 and dedication in the field of law enforcement and extend 2-18 to him best wishes for the retirement years ahead; and, be 2-19 it further 2-20 RESOLVED, That a copy of this Resolution be prepared for 2-21 Constable Jernigan as an expression of high regard from the 2-22 Texas Senate. 2-23 West 2-24 ______________________________________ 2-25 President of the Senate 2-26 I hereby certify that the above 2-27 Resolution was adopted by the Senate 2-28 on March 27, 2001. 3-1 ______________________________________ 3-2 Secretary of the Senate 3-3 ______________________________________ 3-4 Member, Texas Senate
