1-1 1 1-2 SENATE RESOLUTION NO. 667 1-3 WHEREAS, Billy Hamilton, Deputy Comptroller of Public 1-4 Accounts, has had a long and distinguished career that has 1-5 spanned three decades and three Texas Comptrollers: Bob Bullock, 1-6 John Sharp, and Carole Keeton Rylander; and 1-7 WHEREAS, Billy has demonstrated outstanding leadership 1-8 skills as Deputy Comptroller for over nine years, during which he 1-9 was given the Administrator of the Year Award by the Texas State 1-10 Agency Business Administrators Association; he has also served as 1-11 Executive Director for the Select Committee on Tax Equity and as 1-12 Chief Revenue Estimator of Texas; and he survived the tax reform 1-13 session of the 75th Legislature!; and 1-14 WHEREAS, Billy organized and managed the nationally 1-15 recognized Texas Performance Reviews of 1991, 1993, 1994, and 1-16 1996, identifying a combined total of more than $11.5 billion 1-17 in potential savings, along with numerous improvements in the 1-18 performance and services of state government; and 1-19 WHEREAS, Billy designed, planned, and directed the Texas 1-20 Information Technology (IT) Academy, a collaborative effort between 1-21 state government agencies and the private sector to help the state 1-22 recruit, train, and retain IT workers, while also expanding the 2-1 private IT labor pool in Texas; and 2-2 WHEREAS, Billy created the Agency's Renaissance Project: 2-3 Rethinking the Way We Do Business, invoking a new period of 2-4 employee creativity, inventiveness, and innovation to improve 2-5 service to the citizens of Texas, which was expanded to include 2-6 the annual Idea Fair; and 2-7 WHEREAS, Billy is recognized for his expertise in tax 2-8 administration and financial management; Billy is a past president 2-9 and current board member of the National Tax Association and the 2-10 National Federation of Tax Administrators; Billy was the first 2-11 recipient of the Bob Bullock Award for Public Stewardship presented 2-12 by the Government Technology Conference; and 2-13 WHEREAS, A native of McGregor, Texas, Billy is a graduate 2-14 of The University of Texas at Austin with highest honors and the 2-15 Lyndon B. Johnson School of Public Affairs; he was recognized as 2-16 the first recipient of the L.B.J.
