 1-2                          SENATE RESOLUTION NO. 818
 1-3           WHEREAS, Periodic floods on the Colorado River, its tributary
 1-4     streams, and the Highland Lakes cause extensive damage to property
 1-5     and loss of life; and
 1-6           WHEREAS, The Highland Lakes region and lower Colorado River
 1-7     basin are experiencing rapid population growth and continued
 1-8     development within the floodplains of the Colorado River and its
 1-9     tributaries; and
1-10           WHEREAS, Local floodplain and emergency management programs
1-11     in the Highland Lakes region and lower Colorado River basin need
1-12     assistance in the areas of technical and financial assistance,
1-13     training, education, and flood map revisions; and
1-14           WHEREAS, Pursuant to the Interlocal Cooperation Act, Texas
1-15     Government Code, Chapter 791, as amended, counties and cities in
1-16     the Colorado River basin have entered into an agreement to create
1-17     the Texas Colorado River Floodplain Coalition to better coordinate
1-18     and make more effective their floodplain and emergency management
1-19     programs, and such entity is eligible to receive related state,
1-20     federal, or other grants and to enter into contractual agreements
1-21     for the mutual benefit of its members; now, therefore, be it
1-22           RESOLVED, That the Senate of the State of Texas,
 2-1     77th Legislature, hereby commend the participating communities
 2-2     of the Texas Colorado River Floodplain Coalition for their efforts
 2-3     to reduce and mitigate damages from flooding and other natural
 2-4     disasters and to protect the public health and safety; and, be it
 2-5     further
 2-6           RESOLVED, That the Texas Senate support a joint effort by
 2-7     the Texas Natural Resource Conservation Commission, the Texas
 2-8     Water Development Board, the Division of Emergency Management of
 2-9     the Texas Department of Public Safety, and the coalition to pursue
2-10     means of enhancing flood and emergency management and revising
2-11     flood maps for all participating communities in the coalition; and,
2-12     be it
2-13           RESOLVED, That the agencies and the coalition provide any
2-14     report and/or recommendations as a result of their collaborative
2-15     efforts to the 78th Legislature when it convenes in January, 2003.
