 1-2                         SENATE RESOLUTION NO. 1011
 1-3           WHEREAS, The Senate of the State of Texas takes pleasure in
 1-4     recognizing Dr. Laurance N. Nickey of El Paso for his countless
 1-5     contributions to the practice of medicine; and
 1-6           WHEREAS, After attending The University of Texas at El Paso,
 1-7     Dr. Nickey graduated from Baylor University College of Medicine in
 1-8     May, 1955; he finished his internship and residency in pediatrics
 1-9     in 1958, and he served his country honorably as a doctor in the
1-10     United States Army; and
1-11           WHEREAS, After he received his honorable discharge from the
1-12     military, he was in private practice in pediatrics in El Paso from
1-13     1960 to 1983; and
1-14           WHEREAS, The pediatric consultant for the New Mexico
1-15     Crippled Children's Hospital from 1963 to 1977, Dr. Nickey
1-16     assumed the position of Director of the El Paso City-County Health
1-17     District on March 1, 1983, and retired from the directorship on
1-18     November 24, 1995; he served as the president and chief executive
1-19     officer of Paso Del Norte Health Foundation during 1996; and
1-20           WHEREAS, Dr. Nickey feels that one of his most important
1-21     accomplishments was the direct responsibility for the oral polio
 2-1     immunization program in 1963, during which 800,000 doses of vaccine
 2-2     were administered to residents of El Paso, West Texas, and Southern
 2-3     New Mexico; and
 2-4           WHEREAS, A highly respected physician, Dr. Nickey took
 2-5     actions which resulted in the establishment of the El Paso
 2-6     Tuberculosis Control Unit that is funded by the Texas Department
 2-7     of Health and was directly responsible for securing legislation
 2-8     that ensured newborn babies are covered by insurance from the
 2-9     first day of life; and
2-10           WHEREAS, The recipient of the prestigious El Conquistador
2-11     Award from the City of El Paso and of the Citizen of the Year Award
2-12     given by the El Paso Board of Realtors in 1989, Dr. Nickey earned
2-13     the El Conquistador Award, the highest award the city gives, again
2-14     in 1995; and
2-15           WHEREAS, A man of many talents, Dr. Nickey was honored
2-16     in 1994 by receiving the Distinguished Alumnus Award from the
2-17     Baylor College of Medicine in Houston and the National Award
2-18     for Outstanding Programs in Health and Environment along the
2-19     United States/Mexico Border from the Daughters of the American
2-20     Revolution; and
2-21           WHEREAS, Dr. Nickey received the James E. Peavy Memorial
2-22     Award from the Texas Public Health Association for "Distinguished
2-23     Contributions to Public Health in Texas"; he was also the
2-24     recipient of the S. T. Turner Award for an outstanding career
 3-1     of service and contributions to the practice of medicine and
 3-2     to the people of El Paso; and
 3-3           WHEREAS, The career of service of Dr. Laurance N. Nickey
 3-4     has greatly enhanced the medical care available in the El Paso
 3-5     area, and his devotion to public health is invaluable; now,
 3-6     therefore, be it
 3-7           RESOLVED, That the Senate of the State of Texas,
 3-8     77th Legislature, hereby commend Dr. Laurance N. Nickey on his
 3-9     contributions to medicine and to the people of the El Paso area;
3-10     and, be it further
3-11           RESOLVED, That a copy of this Resolution be prepared for him
3-12     as an expression of highest regard and esteem from the Texas Senate.
