 1-5                             MacGregor Wood Day
 1-6           WHEREAS, The Senate of the State of Texas joins the citizens
 1-7     of Dallas in mourning the loss of MacGregor Wood Day, who died
 1-8     March 13, 2001; and
 1-9           WHEREAS, MacGregor Wood Day served the Dallas County Hospital
1-10     District, Parkland Health and Hospital System, for 27 years, from
1-11     March, 1974, to March, 2001; and
1-12           WHEREAS, Mr. Day rose successfully through the ranks to
1-13     excel in the position of Executive Vice President and Chief
1-14     Operating Officer; his business expertise, attention to detail,
1-15     ability to efficiently translate vision into reality, and superb
1-16     financial management led Parkland Health and Hospital System to
1-17     a sound financial position, with cash reserves that buffered the
1-18     devastation of the reduction in reimbursements from the state and
1-19     federal governments for health care while the number of uninsured
1-20     patients grew rapidly; and
1-21           WHEREAS, His forethought led to the creation of the Parkland
1-22     Community Health Plan, the most successful provider-based Medicaid
 2-1     managed care plan in the state; and
 2-2           WHEREAS, The superior leadership of MacGregor Wood Day
 2-3     enabled Parkland Health and Hospital System to be recognized for
 2-4     financial and clinical effectiveness as a 100 Top Hospital by
 2-5     HCIA-Sachs, a leading provider of strategic information, market
 2-6     intelligence, and analysis to the health care industry; and
 2-7           WHEREAS, The fiscal management system Mr. Wood set in
 2-8     place was accepted as the model for hospitals throughout the
 2-9     country; and
2-10           WHEREAS, Mr. Day's belief in the advancement and
2-11     development of health care leaders gave him the opportunity
2-12     to serve as the preceptor for the entire Administrative
2-13     Residency Program, mentoring more than three dozen young
2-14     leaders; now, therefore, be it
2-15           RESOLVED, That the Senate of the State of Texas,
2-16     77th Legislature, hereby extend sincere condolences to his
2-17     wife, his daughter and son-in-law, and his granddaughter;
2-18     and, be it further
2-19           RESOLVED, That a copy of this Resolution be prepared for
2-20     his family, and that when the Senate adjourns this day, it do
2-21     so in memory of MacGregor Wood Day.
