 1-2                         SENATE RESOLUTION NO. 1047
 1-3           WHEREAS, The Senate of the State of Texas takes great
 1-4     pleasure in recognizing Emma J. Long of Austin for her extensive
 1-5     contributions to her community, and her state, and for her
 1-6     pioneering activities as the first woman elected to the Austin
 1-7     City Council in 1948; and
 1-8           WHEREAS, Born February 29, 1912, she graduated from
 1-9     The University of Texas at Austin in 1936 with a degree in
1-10     history; she married the late Stuart Long on July 31, 1936; and
1-11           WHEREAS, Stuart and Emma were blessed with two sons,
1-12     Jeb Jackson Long, born on February 4, 1941, and Jefferson P. Long,
1-13     born on July 7, 1948; and
1-14           WHEREAS, In October of 1948, Emma ran for the Austin City
1-15     Council and was elected in a special election, becoming the first
1-16     woman elected to a city council in any major Texas city; in 1949,
1-17     Mrs. Long was re-elected in a regular election, and she continued
1-18     to serve her city superbly through 1959; and
1-19           WHEREAS, By popular demand, Emma Long ran for city council
1-20     again in 1963 and won, and in 1967 she became the Mayor Pro Tempore;
1-21     she ran for the council in 1969, but her advocacy for the fair
 2-1     housing ordinance the council had passed worked against her, and
 2-2     she was defeated by 300 votes; and
 2-3           WHEREAS, While in public office, Mrs. Long accomplished a
 2-4     great deal for the parks department and was a forceful proponent
 2-5     of getting a strong Parks and Recreation Board appointed; the board
 2-6     promoted restructuring and upgrading of its programs and the entire
 2-7     Austin and Travis County area benefitted; in recognition of her
 2-8     efforts on behalf of city parks, the Emma Long Metropolitan Park
 2-9     was named in her honor; and
2-10           WHEREAS, Since 1969, she has assisted the Democratic Party,
2-11     and she has been a delegate to county, state, and national
2-12     Democratic Party conventions; and
2-13           WHEREAS, Stuart Long passed away in 1977, and Emma took on
2-14     his elected position as precinct chair for Precinct 131; on
2-15     May 12, 1984, Mrs. Long was honored at the Travis County Democratic
2-16     Convention when she was selected as Permanent Secretary by a
2-17     unanimous vote; and
2-18           WHEREAS, On a first-name basis with two presidents, several
2-19     governors, state senators, and state representatives, she was the
2-20     recipient of numerous awards and honors; Emma Long has been an
2-21     excellent role model for all young people; a fascination with
2-22     politics and community service was a way of life for her, and she
2-23     has been a selfless and active public servant; she has kept her
2-24     integrity throughout her eventful life, and she is certainly worthy
 3-1     of legislative recognition; now, therefore, be it
 3-2           RESOLVED, That the Senate of the State of Texas,
 3-3     77th Legislature, hereby commend Emma Long for her long record of
 3-4     public service contributions and achievements; and, be it further
 3-5           RESOLVED, That a copy of this Resolution be prepared for her
 3-6     as an expression of great appreciation from the Texas Senate.
