1-1 1 1-2 SENATE RESOLUTION NO. 1070 1-3 WHEREAS, The Senate of the State of Texas takes great pride 1-4 in recognizing Joe C. and Helen Louise Yarbrough, one of El Paso's 1-5 most beloved and highly respected families; and 1-6 WHEREAS, Mr. Yarbrough passed away on July 5, 1970, 1-7 which was a loss that left a void not only in the public life 1-8 of El Paso but also in the State of Texas and throughout the 1-9 entire United States; he lived only 49 years but encompassed a 1-10 century of depth, understanding, and feeling for his fellowman; 1-11 and 1-12 WHEREAS, Mrs. Yarbrough remains one of El Paso's most 1-13 prominent and beloved citizens; and 1-14 WHEREAS, Joe and Louise dedicated their lives to the 1-15 principle that marriage was more than a union of two people but 1-16 a partnership dedicated to the philosophy of the primacy of human 1-17 rights and human welfare; and 1-18 WHEREAS, Many people have impulses towards idealism; 1-19 Joe and Louise acted on theirs to improve the lives of those 1-20 around them; it is a rare individual and true leader who can take 1-21 on the role of both business executive and champion of causes of 1-22 the working man; and 1-23 WHEREAS, Not only a builder of homes and communities, Joe 2-1 was also a builder of people and leaders in many walks of life 2-2 through his association, financial support, and leadership on the 2-3 Public Service Board as its chairman; he served as a member of 2-4 innumerable boards and commissions; and 2-5 WHEREAS, Joe built homes, and Louise always made their 2-6 home available for community meetings, associations, and functions 2-7 where numerous political careers got their start and decisions 2-8 were made shaping the future of El Paso and Texas; they were active 2-9 members of the Democratic Party; and 2-10 WHEREAS, Their family was their highest priority; Joe and 2-11 Louise together raised four daughters, Linda Brown, Diane Higgins, 2-12 Shirley Kelly, and Claudette Carey; Louise remains a devoted mother, 2-13 loving grandmother of 10 grandchildren, and proud great-grandmother 2-14 of six; now, therefore, be it 2-15 RESOLVED, That the Senate of the State of Texas, 2-16 77th Legislature, hereby pay tribute to Joe and Louise Yarbrough 2-17 for their long and distinguished service and for their invaluable 2-18 contributions to the City of El Paso and the State of Texas and 2-19 the Democratic Party; and, be it further 2-20 RESOLVED, That a copy of this Resolution be prepared for 2-21 Mrs. Louise Yarbrough as an expression of highest esteem and 2-22 affection from the Texas Senate. 2-23 Shapleigh 2-24 ______________________________________ 2-25 President of the Senate 2-26 I hereby certify that the above 2-27 Resolution was adopted by the Senate 2-28 on May 16, 2001. 2-29 ______________________________________ 3-1 Secretary of the Senate 3-2 ______________________________________ 3-3 Member, Texas Senate
