1-1 1 1-2 SENATE RESOLUTION NO. 1106 1-3 WHEREAS, The Senate of the State of Texas is pleased 1-4 to recognize the Texas Scottish Rite Hospital for Children 1-5 for providing superior medical care for children everywhere 1-6 regardless of a family's ability to pay for services; and 1-7 WHEREAS, Texas Scottish Rite Hospital for Children was 1-8 established in 1921, when a Dallas orthopedic surgeon recognized 1-9 a growing need to provide first-rate medical care for children; 1-10 and 1-11 WHEREAS, In March, 1972, Garrett Chase Fraser, the first 1-12 child of future Senator Troy Fraser and his wife, Linda, upon birth 1-13 was diagnosed with a deformity commonly known as a clubfoot; and 1-14 WHEREAS, Troy and Linda Fraser searched without success 1-15 for the medical expertise to correct their son's debilitating 1-16 condition; and 1-17 WHEREAS, At the age of 18 months Chase Fraser underwent 1-18 surgery by the Texas Scottish Rite Hospital for Children with 1-19 a then-experimental procedure to correct his condition; and 1-20 WHEREAS, The procedure was not only successful in enabling 1-21 Chase Fraser to lead a healthy and active life, but also to become 2-1 a competitive athlete who participated in baseball and football and 2-2 as a regional qualifier in swimming; and 2-3 WHEREAS, The Texas Scottish Rite Hospital for Children is 2-4 governed by a board of trustees who are members of the Scottish 2-5 Rite of Freemasonry in Texas and is supported solely through 2-6 private donations, such as those from its longtime and well-known 2-7 supporter, Governor Allan Shivers; and 2-8 WHEREAS, Due to its donors, the Texas Scottish Rite Hospital 2-9 for Children has emerged as one of the nation's leading medical 2-10 centers for the treatment of pediatric orthopedic conditions and 2-11 certain related neurological disorders and learning disabilities; 2-12 and 2-13 WHEREAS, Without charging for its services, the hospital 2-14 provides extensive treatment and therapy for more than 13,000 2-15 children challenged by conditions such as arthritis, cerebral palsy, 2-16 clubfoot, limb-length differences, scoliosis, and spina bifida; and 2-17 WHEREAS, Through the hospital's commitment to research and 2-18 study, medical breakthroughs and new technologies have dramatically 2-19 impacted the lives of more than 130,000 children throughout the 2-20 world; now, therefore, be it 2-21 RESOLVED, That Senator Troy Fraser, his wife, Linda, and 2-22 their son, Chase, join the people of Texas in extending their 2-23 heartfelt appreciation to the Scottish Rite of Freemasonry on 3-1 behalf of all crippled children; and, be it further 3-2 RESOLVED, That the Senate of the State of Texas, 3-3 77th Legislature, hereby commend the Texas Scottish Rite Hospital 3-4 for Children on its remarkable accomplishments and its dedication 3-5 to the health and happiness of our nation's children; and, be it 3-6 further 3-7 RESOLVED, That a copy of this Resolution be prepared for 3-8 the Texas Scottish Rite Hospital for Children as an expression 3-9 of esteem from the Texas Senate. 3-10 Fraser 3-11 Armbrister Harris Shapiro 3-12 Barrientos Haywood Shapleigh 3-13 Bernsen Jackson Sibley 3-14 Bivins Lindsay Staples 3-15 Brown Lucio Truan 3-16 Cain Madla Van de Putte 3-17 Carona Moncrief Wentworth 3-18 Duncan Nelson West 3-19 Ellis Ogden Whitmire 3-20 Gallegos Zaffirini 3-21 Ratliff, President of the Senate 3-22 ______________________________________ 3-23 President of the Senate 3-24 I hereby certify that the above 3-25 Resolution was adopted by the Senate 3-26 on May 21, 2001. 3-27 ______________________________________ 3-28 Secretary of the Senate 3-29 ______________________________________ 3-30 Member, Texas Senate
