                                 R E S O L U T I O N
 1-1           BE IT RESOLVED by the Senate of the State of Texas, 77th
 1-2     Legislature, Regular Session, 2001, That Senate Rule 12.03 be
 1-3     suspended in part as provided by Senate Rule 12.08 to enable the
 1-4     conference committee appointed to resolve the differences on House
 1-5     Joint Resolution No. 97, proposing a constitutional amendment
 1-6     authorizing the issuance of general obligation bonds for
 1-7     construction and repair projects and for the purchase of needed
 1-8     equipment, to consider and take action on the following matter:
 1-9           Senate Rule 12.03(3) is suspended to permit the committee to
1-10     add new text to Subsection (b), Section 50-f, Article III, Texas
1-11     Constitution, as added by the joint resolution, so that Subsection
1-12     (b) reads as follows:
1-13           (b)  Proceeds from the sale of the bonds shall be deposited
1-14     in a separate fund or account within the state treasury created by
1-15     the comptroller for that purpose.  Money in the separate fund or
1-16     account may be used only to pay for:
1-17                 (1)  construction and repair projects authorized by the
1-18     legislature by general law or the General Appropriations Act and
1-19     administered by or on behalf of the General Services Commission,
1-20     the Texas Youth Commission, the Texas Department of Criminal
1-21     Justice, the Texas Department of Mental Health and Mental
1-22     Retardation, the Parks and Wildlife Department, the adjutant
1-23     general's department, the Texas School for the Deaf, the Department
1-24     of Agriculture, the Department of Public Safety of the State of
 2-1     Texas, the State Preservation Board, the Texas Department of
 2-2     Health, the Texas Historical Commission, or the Texas School for
 2-3     the Blind and Visually Impaired; or
 2-4                 (2)  the purchase, as authorized by the legislature by
 2-5     general law or the General Appropriations Act, of needed equipment
 2-6     by or on behalf of a state agency listed in Subdivision (1) of this
 2-7     subsection.
 2-8           Explanation:  The added text is necessary to allow the Texas
 2-9     Department of Health and the Texas Historical Commission to be
2-10     eligible to use the proceeds of bonds authorized by the
2-11     constitutional amendment for construction and repair projects and
2-12     for the purchase of needed equipment.
