 1-2                         SENATE RESOLUTION NO. 1135
 1-3           WHEREAS, The Senate of the State of Texas takes pride in
 1-4     recognizing Wilber Edison Fifer, Jr., for the many contributions
 1-5     he has made to the citizens of El Paso; and
 1-6           WHEREAS, Born on August 21, 1944, in Roswell, New Mexico,
 1-7     Edd Fifer is the son of Edna Marie McCrary Fifer and
 1-8     Wilber Edison Fifer, Sr.; and
 1-9           WHEREAS, After graduating from Ysleta High School in 1962,
1-10     he earned his bachelor's degree in business administration in 1967
1-11     and his master's degree in 1974 from The University of Texas at
1-12     El Paso; and
1-13           WHEREAS, Edd Fifer served his country honorably in the
1-14     United States Army from 1969 to 1971; after completing his
1-15     tour of duty, Mr. Fifer worked from 1971 to 1978 for the El Paso
1-16     Independent School District, and from 1978 to 2000, he was employed
1-17     by the El Paso County Water Improvement District Number One; and
1-18           WHEREAS, Mr. Fifer was appointed to the Texas Indian
1-19     Commission in 1982 by Governor Clements and elected to the
1-20     Ysleta School District Board of Trustees; he organized the Texas
1-21     Irrigation Council and served as chairman of the Rio Grande Council
1-22     of Governments Environmental Council; and
1-23           WHEREAS, Understanding the importance of civic involvement,
 2-1     Edd Fifer organized the El Paso County High School Senior All Star
 2-2     Football Game and was the committee chairman from 1992 to 2001; he
 2-3     has served on the El Paso Sports Entertainment Council from 1996 to
 2-4     the present time and was the Rodeo Promotion Director for the 69th
 2-5     and 70th Southwestern International Livestock Show and Rodeo; he is
 2-6     a member of the El Paso International Airport Board of Directors;
 2-7     certainly such a talented and giving gentleman is worthy of
 2-8     recognition; now, therefore, be it
 2-9           RESOLVED, That the Senate of the State of Texas,
2-10     77th Legislature, hereby commend Wilber Edison Fifer, Jr., for
2-11     his many achievements on behalf of the citizens of El Paso and the
2-12     State of Texas; and, be it further
2-13           RESOLVED, That a copy of this Resolution be prepared for him
2-14     as an expression of highest regard from the Texas Senate.
