 1-2                         SENATE RESOLUTION NO. 1137
 1-3           WHEREAS, The Senate of the State of Texas is proud to
 1-4     recognize Detective Mike Sheffield for his 22 years of exemplary
 1-5     service as a member of the Austin Police Department; and
 1-6           WHEREAS, During his years with the Austin Police Department,
 1-7     Detective Sheffield has often been singled out for his exemplary
 1-8     work; he has earned 36 commendations, the Master Peace Officer
 1-9     Ribbon, certificates of appreciation for three different years,
1-10     and the 1991 BASICS Award; and
1-11           WHEREAS, In addition to his exceptional work on behalf
1-12     of the citizens of Austin, Detective Sheffield has ably
1-13     represented his colleagues in several capacities, achieving
1-14     significant victories for the city's law enforcement
1-15     professionals; and
1-16           WHEREAS, This past year, Detective Sheffield worked nights
1-17     at drug court while spending his days negotiating a three-year
1-18     agreement with the Austin City Council to raise officers' base
1-19     pay 22.4 percent over a three-year period and also to increase
1-20     benefits; and
1-21           WHEREAS, Detective Sheffield is an advocate for his
 2-1     profession at both local and statewide levels; he is the
 2-2     three-year president of the 1,120-member Austin Police
 2-3     Association and has served on the association's board
 2-4     continuously since the late 1980s; and
 2-5           WHEREAS, At the statewide level, Detective Sheffield is
 2-6     an active member of the Combined Law Enforcement Association
 2-7     of Texas and has been integral with the organization's efforts
 2-8     to enact legislation that will benefit police officers and
 2-9     increase public safety; and
2-10           WHEREAS, Ever mindful of a policeman's duty to citizens of
2-11     Austin, Detective Sheffield played an important role in the
2-12     development of Austin's first civilian review of alleged police
2-13     misconduct; and
2-14           WHEREAS, Mike Sheffield has given 22 years of exemplary
2-15     service to the state; his work has helped ensure safer communities
2-16     for countless Austinites, and his efforts on behalf of his fellow
2-17     officers have secured better working conditions for the women
2-18     and men who keep Austin safe; a man loved and respected by his
2-19     many friends and colleagues, he is truly worthy of legislative
2-20     commendation; now, therefore, be it
2-21           RESOLVED, That the Senate of the State of Texas,
2-22     77th Legislature, hereby express a sincere thank you to
2-23     Detective Mike Sheffield for his many years of exemplary service
2-24     to the Austin Police Department and for his many victories on
 3-1     behalf of his fellow officers; and, be it further
 3-2           RESOLVED, That a copy of this Resolution be prepared for
 3-3     him as an expression of high regard from the Texas Senate.
