1-1 1 1-2 SENATE RESOLUTION NO. 1142 1-3 WHEREAS, This year marks the retirement of 1-4 Dr. Theodore P. Votteler, who is truly deserving of special 1-5 recognition for his five decades of dedicated service to the 1-6 Children's Medical Center of Dallas and to countless children 1-7 and their parents; and 1-8 WHEREAS, A graduate of The University of Texas at Austin, 1-9 this Portland, Oregon, native earned his doctoral degree from 1-10 Tulane Medical School; and 1-11 WHEREAS, The former director of surgery services and 1-12 of general surgery at the Children's Medical Center of Dallas, 1-13 Dr. Votteler has garnered the respect of his colleagues and 1-14 associates for his commitment to his patients and his natural 1-15 leadership abilities; he has served as the chairman of the Ethics 1-16 Committee for more than 20 years, is a member of the hospital's 1-17 board of directors, and is a trustee of the Children's Medical 1-18 Center of Dallas Foundation; and 1-19 WHEREAS, Dr. Votteler has long contributed to the 1-20 advancement of medicine in this state, as he was instrumental 1-21 in creating the nation's first hospital-affiliated pediatric day 1-22 surgery unit and Dallas's first pediatric intensive care unit; 2-1 in addition, he earned worldwide attention in 1978, when he 2-2 performed separation surgery on the first set of conjoined twins 2-3 in Dallas, later participating in varying degrees during 10 more 2-4 such surgeries; and 2-5 WHEREAS, Demonstrating a concern for the future of the 2-6 medical profession, Dr. Votteler has served as a mentor for 2-7 25 individuals in the pediatric surgery fellowship program at 2-8 The University of Texas Southwest Medical School and Children's 2-9 Medical Center of Dallas, has trained in excess of 500 aspiring 2-10 doctors, and is a widely respected speaker and professor for 2-11 numerous medical facilities; and 2-12 WHEREAS, A former president of the Dallas Society of 2-13 General Surgeons and the Texas Pediatric Surgical Society and 2-14 chairman of the surgical section for the Texas Medical Association, 2-15 Dr. Votteler has given generously of his time and vast knowledge to 2-16 benefit a host of worthy medical initiatives, including numerous 2-17 pediatric organizations; and 2-18 WHEREAS, He is the recipient of such prestigious 2-19 accolades as the Children's 1993 Distinguished Service Award 2-20 and, most recently, the Tulane Medical Alumni Association's 2-21 Lifetime Achievement Award; Dr. Votteler's valued service will 2-22 also be remembered for years to come because the children's day 2-23 surgery program and The University of Texas Southwest Medical 2-24 Center/Children's Medical Center of Dallas pediatric surgery 3-1 fellowship will both soon bear his name; and 3-2 WHEREAS, A man of integrity and accomplishment whose 3-3 contributions to the health and well-being of families throughout 3-4 this state are immeasurable, Dr. Votteler has influenced the field 3-5 of medicine both through his practice and his instruction, and as 3-6 he begins this new chapter of his life, it is a privilege to join 3-7 in honoring him and his many achievements; now, therefore, be it 3-8 RESOLVED, That the Senate of the State of Texas, 3-9 77th Legislature, hereby congratulate Theodore P.
