                                  SENATE RESOLUTION
 1-1           BE IT RESOLVED by the Senate of the State of Texas, 77th
 1-2     Legislature, Regular Session, 2001, That Senate Rules 12.03 and
 1-3     12.04 be suspended in part as provided by Senate Rule 12.08 to
 1-4     enable consideration of, and action on, the following specific
 1-5     matters which may be contained in the Conference Committee Report
 1-6     on Senate Bill 1.
 1-7     1.  Salary Policy
 1-8         The Conference Committee Report provides for an annual salary
 1-9         increase of four percent as of September 1, 2001, with a
1-10         minimum of $100 per month, to state employees and nonfaculty
1-11         employees of institutions of higher education.  A person must
1-12         have been employed by the state for one year prior to
1-13         September 1, 2001, to be eligible for the salary increase, but
1-14         phased eligibility at September 1, 2002, and March 1, 2003, is
1-15         provided.  The salary increase does not include some employee
1-16         classes at the Department of Criminal Justice and the Texas
1-17         Youth Commission.  An increase in longevity pay for state
1-18         employees and employees at institutions of higher education is
1-19         also provided in the Conference Committee Report, contingent on
1-20         passage of authorizing legislation.  This provision would
1-21         increase longevity pay to a rate of $20 per month for each
1-22         three years of state service.  The Conference Committee Report
1-23         also provides an additional salary increase of $65 per month
1-24         effective September 1, 2002, for employes classified under
1-25         Schedules A and C.  Employees classified under Schedule B and
 205-1       nonfaculty employees of institutions of higher education would
 205-2       receive a salary increase of three percent with a $65 minimum.
 205-3       This increase is made contingent upon certification by the
 205-4       comptroller of public accounts that sufficient revenues are
 205-5       available to fund it.
 205-6   2.  Format Changes
 205-7       For each general academic institution, service agency, health
 205-8       center, health science center, technical college, and system
 205-9       office, the Conference Committee Report combines all strategy
205-10       appropriations into one single appropriation, with the
205-11       individual strategies shown, for information only, as the first
205-12       rider in the institution's bill pattern.  This format change
205-13       does not affect the amount of appropriations to any institution
205-14       or the method of financing the appropriations to any
205-15       institution.
205-16   3.  Exempt Salaries
205-17       Suspend Senate Rule 12.03(1) to allow the Conference Committee
205-18       to change, alter, or amend the Schedule of Exempt Positions for
205-19       the following agencies where the Senate and House versions were
205-20       not in disagreement.
