No. 1195 SENATE RESOLUTION 1-1 BE IT RESOLVED by the Senate of the State of Texas, 77th 1-2 Legislature, Regular Session, 2001, That Senate Rule 12.03 be 1-3 suspended in part as provided by Senate Rule 12.08 to enable the 1-4 conference committee appointed to resolve the differences on House 1-5 Bill No. 658, relating to authorizing the issuance of revenue bonds 1-6 to fund capital projects at public institutions of higher 1-7 education, to consider and take action on the following specific 1-8 matters: 1-9 (1) Senate Rule 12.03(1) is suspended to permit the 1-10 committee to amend proposed Section 55.1731, Education Code, to 1-11 change text not in disagreement in Sections 55.1731(a)(1)-(4) and 1-12 (6)-(10), Education Code, to read as follows: 1-13 (a) In addition to the other authority granted by this 1-14 subchapter, the board of regents of The Texas A&M University System 1-15 may issue in accordance with this subchapter and in accordance with 1-16 a systemwide revenue financing program adopted by the board bonds 1-17 for the following institutions not to exceed the following 1-18 aggregate principal amounts to finance projects specified as 1-19 follows: 1-20 (1) Prairie View A&M University: 1-21 (A) $53 million to construct or renovate 1-22 engineering facilities, construct and renovate an architecture 1-23 building, and carry out other campus renovations; and 1-24 (B) $15 million to construct a juvenile justice 1-25 and psychology building; 2-1 (2) Tarleton State University, $18.7 million for a 2-2 library addition and renovation of a mathematics building; 2-3 (3) Texas A&M University--Commerce, $14,960,000 to 2-4 replace a science building wing; 2-5 (4) Texas A&M University--Corpus Christi, $34 million 2-6 to construct a classroom and laboratory facility and for 2-7 construction of the Harte Research Center; 2-8 (5) Texas A&M International University, $21,620,000 to 2-9 construct a science building (Phase IV); 2-10 (6) Texas A&M University at Galveston, $10,030,000 to 2-11 construct an engineering building; 2-12 (7) Texas A&M University--Kingsville, $20,060,000 to 2-13 construct facilities for a pharmacy school and to construct a 2-14 student services building; 2-15 (8) Texas A&M University--Texarkana, $17 million to 2-16 construct a health science building and for library renovation; 2-17 (9) West Texas A&M University, $22,780,000 to 2-18 construct a fine arts complex; and 2-19 (10) The Texas A&M University Health Science Center, 2-20 $14.3 million for construction of classroom and faculty office 2-21 facilities for the School of Rural Public Health. 2-22 Explanation: The change is necessary to provide The Texas 2-23 A&M University System appropriate bond authority to finance capital 2-24 improvements. 2-25 (2) Senate Rule 12.03(1) is suspended to permit the 2-26 committee to amend proposed Section 55.1732(a), Education Code, to 3-1 change text not in disagreement in Sections 55.1732(a)(2), (5), 3-2 (6), (8), (10), (12), and (13), Education Code, to read as follows: 3-3 (a) In addition to the other authority granted by this 3-4 subchapter, the board of regents of The University of Texas System 3-5 may issue in accordance with this subchapter and in accordance with 3-6 a systemwide revenue financing program adopted by the board bonds 3-7 for the following institutions not to exceed the following 3-8 aggregate principal amounts to finance projects specified as 3-9 follows: 3-10 (1) The University of Texas at Arlington, $16,635,945 3-11 to construct a science building; 3-12 (2) The University of Texas at Brownsville, 3-13 $26,010,000 to construct a life and health science and education 3-14 facility (Phase II) and to procure and install permanent equipment 3-15 and other fixtures in the facility; 3-16 (3) The University of Texas at Dallas, $21,993,750 to 3-17 renovate Founders Hall, Founders Annex, and Berkner Hall; 3-18 (4) The University of Texas at El Paso, $12,750,000 to 3-19 construct a biomedical and health sciences research center; 3-20 (5) The University of Texas--Pan American, $29,950,000 3-21 for education complex, library, and multipurpose center renovation 3-22 and construction; 3-23 (6) The University of Texas of the Permian Basin, 3-24 $5,610,000 for integrated Mesa Building renovations and gymnasium 3-25 renovations; 3-26 (7) The University of Texas at San Antonio, 4-1 $22,950,000 to construct a science building on the main campus; 4-2 (8) The University of Texas at Tyler, $20,910,000 to 4-3 construct an engineering, sciences, and technology building and 4-4 make other physical plant improvements; 4-5 (9) The University of Texas Southwestern Medical 4-6 Center at Dallas, $40 million for North Campus phase IV 4-7 construction; 4-8 (10) The University of Texas Medical Branch at 4-9 Galveston, $20 million to renovate and expand research facilities; 4-10 (11) The University of Texas Health Science Center at 4-11 Houston, $19,550,000 to construct a classroom building; 4-12 (12) The University of Texas Health Science Center at 4-13 San Antonio, $28.9 million to construct a facility for student 4-14 services and academic administration and to construct and develop a 4-15 facility at the Laredo Extension Campus for educational and 4-16 administrative purposes; 4-17 (13) the Regional Academic Health Center established 4-18 under Section 74.611, $25.5 million to construct a teaching and 4-19 learning laboratory in or near the city of Harlingen; 4-20 (14) The University of Texas Health Center at Tyler, 4-21 $11,513,250 to construct a biomedical research center addition; and 4-22 (15) The University of Texas M. D. Anderson Cancer 4-23 Center, $20 million to construct a basic sciences research 4-24 building. 4-25 Explanation: The change is necessary to provide The 4-26 University of Texas System appropriate bond authority to finance 5-1 capital improvements. 5-2 (3) Senate Rule 12.03(1) is suspended to permit the 5-3 committee to amend proposed Section 55.1733(a), Education Code, to 5-4 change text not in disagreement to read as follows: 5-5 (a) In addition to the other authority granted by this 5-6 subchapter, the board of regents of the University of Houston 5-7 System may issue in accordance with this subchapter and in 5-8 accordance with a systemwide revenue financing program adopted by 5-9 the board bonds for the following institutions not to exceed the 5-10 following aggregate principal amounts to finance projects specified 5-11 as follows: 5-12 (1) the University of Houston, $51 million to 5-13 construct science and engineering research and classroom 5-14 facilities; 5-15 (2) the University of Houston--Downtown, $18,232,500 5-16 to construct a classroom building; 5-17 (3) the University of Houston--Clear Lake, $30,918,750 5-18 to construct a student services and classroom building; and 5-19 (4) the University of Houston--Victoria, $2,805,000 to 5-20 remodel the University West facility, acquire and renovate a 5-21 facility services building, and renovate and expand a facility for 5-22 the center for community initiatives. 5-23 Explanation: The change is necessary to provide the 5-24 University of Houston System appropriate bond authority to finance 5-25 capital improvements. 5-26 (4) Senate Rule 12.03(1) is suspended to permit the 6-1 committee to amend proposed Section 55.1734(a), Education Code, to 6-2 change text not in disagreement in Sections 55.1734(a)(1)-(5), (7), 6-3 and (8), Education Code, to read as follows: 6-4 (a) In addition to the other authority granted by this 6-5 subchapter, the board of regents of the Texas State University 6-6 System may issue in accordance with this subchapter and in 6-7 accordance with a systemwide revenue financing program adopted by 6-8 the board bonds for the following institutions not to exceed the 6-9 following aggregate principal amounts to finance projects specified 6-10 as follows: 6-11 (1) Angelo State University, $16,917,550 to expand and 6-12 renovate institutional facilities; 6-13 (2) Lamar University--Beaumont, $21,792,096 to 6-14 renovate and repair campus buildings; 6-15 (3) Lamar Institute of Technology, $5,301,960 to 6-16 renovate Gentry Hall and convert it to classroom and laboratory 6-17 use; 6-18 (4) Lamar State College--Orange, $2,125,000 for campus 6-19 landscaping, renovation of the old library for physical plant 6-20 purposes, renovation of the Main Building and Electronics Commerce 6-21 Resource Center, and demolition of the old physical plant building; 6-22 (5) Lamar State College--Port Arthur, $7,650,000 to 6-23 construct a performing arts and classroom building and to expand 6-24 the Gates Memorial Library and develop an adjacent plaza; 6-25 (6) Sam Houston State University, $18 million to 6-26 renovate and expand the Farrington Building; 7-1 (7) Southwest Texas State University, $18,436,500 to 7-2 construct a business building; and 7-3 (8) Sul Ross State University, $15,175,000 to renovate 7-4 and expand the range animal science facility and science building 7-5 annex and to carry out other building renovations. 7-6 Explanation: The change is necessary to provide the Texas 7-7 State University System appropriate bond authority to finance 7-8 capital improvements. 7-9 (5) Senate Rule 12.03(1) is suspended to permit the 7-10 committee to amend proposed Section 55.1736(a), Education Code, to 7-11 change text not in disagreement to read as follows: 7-12 (a) In addition to the other authority granted by this 7-13 subchapter, the board of regents of Texas Woman's University may 7-14 issue bonds in accordance with this subchapter in the aggregate 7-15 principal amount not to exceed $25,797,500 to finance the 7-16 renovation of academic and administrative buildings at Texas 7-17 Woman's University. 7-18 Explanation: The change is necessary to provide the board of 7-19 regents of Texas Woman's University appropriate bond authority to 7-20 finance capital improvements. 7-21 (6) Senate Rule 12.03(1) is suspended to permit the 7-22 committee to amend proposed Section 55.1737(a), Education Code, to 7-23 change text not in disagreement to read as follows: 7-24 (a) In addition to the other authority granted by this 7-25 subchapter, the board of regents of Midwestern State University may 7-26 issue in accordance with this subchapter bonds not to exceed 8-1 $8,967,500 to finance campus improvements at Midwestern State 8-2 University. 8-3 Explanation: The change is necessary to provide the board of 8-4 regents of Midwestern State University appropriate bond authority 8-5 to finance capital improvements. 8-6 (7) Senate Rule 12.03(1) is suspended to permit the 8-7 committee to amend proposed Section 55.1738(a), Education Code, to 8-8 change text not in disagreement to read as follows: 8-9 (a) In addition to the other authority granted by this 8-10 subchapter, the board of regents of Stephen F. Austin State 8-11 University may issue in accordance with this subchapter bonds not 8-12 to exceed $14,070,000 to finance campus infrastructure 8-13 improvements, the construction of a telecommunications building, 8-14 the renovation of power plant facilities, and the replacement or 8-15 renovation of the Birdwell Building at Stephen F. Austin State 8-16 University. 8-17 Explanation: The change is necessary to provide the board of 8-18 regents of Stephen F. Austin State University appropriate bond 8-19 authority to finance capital improvements. 8-20 (8) Senate Rule 12.03(1) is suspended to permit the 8-21 committee to amend proposed Section 55.1739(a), Education Code, to 8-22 change text not in disagreement in Section 55.1739(a)(2), Education 8-23 Code, to read as follows: 8-24 (a) In addition to the other authority granted by this 8-25 subchapter, the board of regents of the Texas Tech University 8-26 System may issue in accordance with this subchapter and in 9-1 accordance with a systemwide revenue financing program adopted by 9-2 the board bonds for the following institutions not to exceed the 9-3 following aggregate principal amounts for projects specified as 9-4 follows: 9-5 (1) Texas Tech University, $23,647,000 to construct an 9-6 experimental science research facility; and 9-7 (2) Texas Tech University Health Sciences Center, 9-8 $66,882,525 to construct a clinical and research facility in the 9-9 city of Lubbock and to construct facilities to support the center's 9-10 educational programs in the city of El Paso. 9-11 Explanation: The change is necessary to provide the Texas 9-12 Tech University System appropriate bond authority to finance 9-13 capital improvements. 9-14 (9) Senate Rule 12.03(1) is suspended to permit the 9-15 committee to amend proposed Section 55.17391(a), Education Code, to 9-16 change text not in disagreement to read as follows: 9-17 (a) In addition to other authority granted by this 9-18 subchapter, the board of regents of Texas Southern University may 9-19 issue in accordance with this subchapter bonds not to exceed $79 9-20 million to finance the construction of a science building, the 9-21 construction of a building for the school of public affairs, the 9-22 renovation of campus facilities, including electrical and piping 9-23 systems, and campus landscaping. 9-24 Explanation: The change is necessary to provide the board of 9-25 regents of Texas Southern University appropriate bond authority to 9-26 finance capital improvements. 10-1 (10) Senate Rule 12.03(1) is suspended to permit the 10-2 committee to amend proposed Section 55.17392(a), Education Code, to 10-3 change text not in disagreement to read as follows: 10-4 (a) The board of regents of the Texas State Technical 10-5 College System may issue in accordance with this subchapter and in 10-6 accordance with a systemwide revenue financing program adopted by 10-7 the board bonds for the following institutions not to exceed the 10-8 following aggregate principal amounts for projects specified as 10-9 follows: 10-10 (1) Texas State Technical College--Harlingen, $3.4 10-11 million to construct a facility for a learning resource center and 10-12 distance learning center; 10-13 (2) Texas State Technical College--Marshall, 10-14 $1,785,000 to construct a facility for a library and administrative 10-15 activities; 10-16 (3) Texas State Technical College--Waco, $3.4 million 10-17 to renovate the industrial technology center; and 10-18 (4) Texas State Technical College--West Texas, 10-19 $2,295,000 to construct a transportation technologies building. 10-20 Explanation: The change is necessary to provide the board of 10-21 regents of the Texas State Technical College System appropriate 10-22 bond authority to finance capital improvements. 10-23 ______________________________________ 10-24 President of the Senate 10-25 I hereby certify that the above 10-26 Resolution was adopted by the Senate 10-27 on May 25, 2001, by the following 10-28 vote: Yeas 30, Nays 0, one present 10-29 not voting. 11-1 ______________________________________ 11-2 Secretary of the Senate
