Fiscal Analysis
The bill would specify that an abortion of a fetus age 16 weeks or more
may be performed only at an ambulatory surgical center or hospital
licensed to perform the abortion. The bill would require the Department
of Health (TDH) to publish informational materials, as specified in the
bill, and make them available at no cost. The bill would require the
physician who would perform the abortion, the referring physician or the
physician's agent to provide a woman requesting an abortion with the
informational materials published by TDH.
Methodology
The Department of Health estimates that 1 additional FTE would be needed
to implement the provisions of the bill. TDH estimates a start-up period
of 4 months. In FY 2002, the costs associated with implementing the
provisions of the bill would include $25,297 for salary and benefits;
$6,040 for other operating expenses; $2,000 for the purchase of one
computer; and $1,401 for rent. In FY 2003-06, TDH estimates the costs
associated with the bill's provisions would include $37,945 for salary
and benefits; $1,097 for other operating expenses; and $1,561 for rent.
TDH estimates that travel cost would be $6,040 in each year of FY
2002-06, based on conducting 23 abortion facilities surveys and
investigating 3 complaints, annually. Other costs include $160,000 in FY
2002, and $194,000 in FY 2003-06, for production and printing of
informational materials; and $50,000 in FY 2002, and $100,000 in FY
2003-06 to outsource the distribution of the informational materials.
