Local Government Impact
  
The bill would authorize counties located within 57 miles of a major
astronomical observatory to adopt orders regulating installation of
outdoor lighting in any unincorporated territory of the county.  The bill
would take effect immediately if it receives a vote of two-thirds of all
members of each house or September 1, 2001.

County commissioners in Fort Bend, Brazoria, and Matagorda counties were
contacted regarding the fiscal impact on local government.

No significant fiscal implication to units of local government is
