This cost would occur primarily in fiscal year 2002. Fiscal Analysis The bill would authorize the Texas Commission on Law Enforcement Officer Standards and Education to appoint as special retired peace officers honorably retired officers of a municipal police department, a sheriff's department, or a constable's department. The bill would take effect September 1, 2001. Methodology There are thousands of qualified officers currently retired. Their interest in appointments as special retired peace officers can only be estimated. Assuming 2% per year out of 17,818 potentially eligible yields 356 candidates per year. The development of application procedures, the review of potential appointees, in-service training and other requirements to reactivate licenses would require 11 additional employees: two Program Administrators III, five Program Administrators II, one Administrative Technician I and three Administrative Technicians II. Local Government Impact No significant fiscal implication to units of local government is anticipated.
