LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 8, 2001 TO: Honorable Paul Sadler, Chair, House Committee on Public Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB231 by Hilderbran (Relating to authorizing the board of trustees of an independent school district to donate certain surplus district property to a municipality, county, or nonprofit organization in order to preserve the property.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The bill is the enabling legislation for the constitutional amendment proposed by HJR 19. It would provide the statutory authority for school districts to donate real property and improvements formerly used as a school campus. A school district would be allowed to make the donation to a municipality, county, or nonprofit organization. Local Government Impact It is assumed that school districts that donate property would consider the costs of not having sold the property. Because the bill does not require the donation of property, any loss of potential revenue would be based on a decision made by the school district.
