The bill would amend the enhanced offenses and penalties provision of the
Penal Code by allowing for expanded use of  the enhancement provision
regardless of when the prior conviction occurred if the conviction was
for the offense of intoxication manslaughter, or involuntary
manslaughter, involving the operation of a vehicle.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
