Carter, Chair, House Committee on Urban Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HB320 by Tillery (Relating to the conditions of employment for certain firefighters.), Committee Report 1st House, Substituted ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill would authorize certain municipalities and a firefighters association representing the firefighters employed by the municipality to meet and confer regarding various employment and pay issues. If a petition signed by a number of registered voters equal to 10 percent of the votes cast at the most recent mayoral general election in the municipality is presented to the governing body requesting the agreement be repealed, the municipality would be required to conduct an election. The Act would take effect September 1, 2001. No significant fiscal implication to units of local government is anticipated unless a municipality is petitioned and must conduct an election to decide to repeal an agreement between a firefighters' association and the municipality. If an election is conducted, the municipality would incur the expenses related to the election.
