Technology Impact
Costs include five additional personal computers for the new staff.
Fiscal Analysis
The bill would require the Texas Natural Resource Conservation Commission
(TNRCC) to provide a telephone line that is available to the public 24
hours a day, seven days a week for emergency complaints relating to an
entity regulated by or a matter under the jurisdiction of the
Commission. In addition, the bill would require the Commission to
establish procedures for immediate action in response to a complaint
made outside business hours for emergencies that present immediate
threats to the environment or public health and safety.
Methodology
TNRCC anticipates that additional staff would be required to answer the
existing telephone line during the off hours and to evaluate and
investigate the calls. Three additional FTEs would be required to
answer the phone and two additional FTEs would be required to evaluate
and investigate the complaints.
Local Government Impact
No fiscal implication to units of local government is anticipated.
