The bill would require the Office of Attorney General (OAG) to prepare a
pamplet explaining the terms and conditions of covenant marriage. For
production of these pamplets, OAG has estimated a total cost of $154,355
from FY 2003-2006. The cost per pamphlet is $0.08.

No significant fiscal implication to units of local government is
