Fiscal Analysis The bill would amend the Occupations Code, Chapter 501, by requiring the Texas Board of Examiners of Psychologists (the Board) to establish and maintain a profile program for each licensed psychologist. The bill specifies the information to be collected by the board for the profile, mandates annual updates, and makes the collection of the information mandatory for license renewal. The bill would also mandate the Board to publicly post the profiles on its website with on-line forms available to licensees. The bill would require the Board to develop and adopt rules by April 1, 2002. The bill would authorize the Board to increase its fees on licensed psychologists by an amount not to exceed $20 per licensee in 2002-03 and $10 in 2004-05. The bill would take effect on September 1, 2001, and would require the profiles to be available to the public by September 1, 2003. Methodology It is estimated the Board would need two additional FTEs to implement the provisions of the bill. A cost of $48,000 for programming and other operating expenses is estimated for the first fiscal year, and $6,000 in the second. In subsequent years the cost of operation, including salaries, would be $67,107 a year. It is assumed the Board would adjust fees collected by the agency to offset any costs associated with implementation of the bill. Local Government Impact No fiscal implication to units of local government is anticipated.
