Technology Impact
  
The Department of Public Safety (DPS) has identified that implementing
provisions of this bill would require changes to license production
software and contract programming services for modifications needed in
the agency's on-line, batch and Distributed Driver License (DDL) systems
to capture, maintain, analyze, and display the information necessary to
effectively implement the bill.
  
  
Fiscal Analysis
  
The bill would prohibit the issuance of a Class A, B, or C driver's
license to a person under the age of 18 unless the applicant has: (1)
held an Instruction Permit or Hardship license for six months preceding
the date of application; and (2) submits with the application a document
that states the applicant has completed at least 50 hours of driving,
including at least 10 hours of nighttime driving, accompanied by a person
age 21 or older and is signed by the applicant's parents or guardian or
by a person authorized to teach a driver education course.

The bill would take effect September 1, 2001.
  
  
Methodology
  
DPS indicates it would have to make modifications to its systems to
comply with the bill's requirements.

DPS estimates that 1,584 contract programming hours at $120 per hour for
a total of $190,080 would be necessary to make the required changes to
the DDL.  DPS also estimates that it would cost $5,000 to have the
driver license vendor update the license production software.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
