Fiscal Analysis The bill would prohibit the issuance of a Class A, B, or C driver's license to a person under the age of 18 unless the applicant has: (1) held an Instruction Permit or Hardship license for six months preceding the date of application; and (2) submits with the application a document that states the applicant has completed at least 50 hours of driving, including at least 10 hours of nighttime driving, accompanied by a person age 21 or older and is signed by the applicant's parents or guardian or by a person authorized to teach a driver education course. The bill would take effect September 1, 2001. Methodology DPS indicates it would have to make modifications to its systems to comply with the bill's requirements. DPS estimates that 1,584 contract programming hours at $120 per hour for a total of $190,080 would be necessary to make the required changes to the DDL. DPS also estimates that it would cost $5,000 to have the driver license vendor update the license production software.
