Carter, Chair, House Committee on Urban Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HB617 by Puente (Relating to the use of neighborhood associations in the enforcement of certain municipal health and safety ordinances.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill would allow municipalities to institute a program to use volunteers from a neighborhood association to help enforce certain municipal health and safety ordinances, except those that relate to the National Electrical Safety Code or to the operations of a utility, in the association's neighborhood. The municipality would establish a training program for the volunteers. Neither the municipality nor the state would be held liable for any damage arising from an act or omission of a volunteer trained by the municipality. The cities of Austin, Corpus Christi, Dallas, Houston, San Angelo, and San Antonio were contacted regarding the local fiscal impact of the bill.
