Technology Impact
TDH estimates a one time cost of $13,500 for equipment, including three
personal computers and three printers.
Fiscal Analysis
The bill would require the Department of Health (TDH) to adopt rules
regarding public school restrooms which would require at a minimum that
a restroom provide hand cleaner, a sanitary method to dry hands, and hot
and cold running water. The bill would also require TDH to send
proposed rules to the Texas Education Agency (TEA) for review and
comment and to inspect each public school for compliance with the rules
at least once every three years.
Methodology
TDH projects a three month implementation period. According to TDH,
three additional FTEs would be needed to implement the provisions of the
bill. TDH estimates salaries and benefits would total $95,213 in FY
2002, and $126,951 in each year of FYs 2003-06. TDH estimates other
costs would include: $6,750 in FY 2002, and $9,000 in FYs 2003-06, for
travel expenses; $7,022 in FY 2002, and $9,363 in FYs 2003-06, for rent;
and $18,399 in FY 2002, and $3,291 in FY 2003-06, for other operating
expense.
Local Government Impact
The Texas Education Agency estimates 10% of all schools in the State do
not have hot water plumbed into school restrooms. TEA received
estimated costs ranging from $10,000 to $50,000 to provide hot water in
school restrooms. In FY 2000, TEA identified 7,832 school units, of
which it estimates 783 would need to have hot water plumbed into school
restrooms, meet the requirements of the bill. TEA indicates the total
cost for school districts to meet the requirement could range from
$7,830,000 to $39,150,000. TEA estimates an annual average cost to
provide hand cleaner and paper towel would be $3,350, per restroom. TEA
estimates the average cost of an electrical hand dryer would be $675,
with an associated small increase in electric utility costs.
