LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 11, 2001 TO: Honorable Florence Shapiro, Chair, Senate Committee on State Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HB642 by Flores (Relating to documentation of motor vehicle ownership.), As Engrossed ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would amend the Transportation Code by removing the requirement for the Texas Department of Transportation to issue non-negotiable duplicate original certificates of title. The bill would also eliminate the need for issuing certified copies of duplicate original certificates of title. The bill would allow a receipt issued for registration purposes only to evidence a title and would require an application fee for the receipt. The department estimates an $882,000 cost savings each year would be realized in implementing the provisions of the bill. The department also estimates that an insignificant net revenue reduction would be realized from fees not being collected. No significant fiscal implication to the State is anticipated as it is assumed that savings realized from certificates of title costs not being incurred would be used for other eligible transportation related expenditures.
