The bill would require the Department of Health (TDH) to provide each applicant for an original or renewal license a written copy of the Fitzpatrick scale used to classify skin type based on the skin's reaction to sun exposure. It would also require TDH to conduct an education program to inform the public about the dangers of tanning. The bill would require TDH to maintain a toll-free telephone number that a customer may call to report an injury regarding a tanning device or incurred at a tanning facility. TDH would be required to adopt rules as specified in the provisions of the bill and implement the toll-free telephone number by November 1, 2001. The bill would take effect September 1, 2001. Methodology TDH indicates two additional FTEs would be need to implement the provisions of the bill. A three month start up period is assumed. TDH estimated total salary and benefits for the additional FTEs would total $142,021 for the 2002-03 biennium and total travel costs would be $15,392 in FY 2002, and $18,656 in FY 2003-06. TDH also estimated operating expenses would total $12,928 in FY 2002, and $2,670 in FY 2003-06. According to TDH, other costs would total $19,500 in FY 2002, and $13,500 in FY 2003-06, including costs associated with expenditures for video presentation equipment, and satellite presentation technology.
