LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
April 27, 2001
TO: Honorable Steven Wolens, Chair, House Committee on State
Affairs
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB668 by Maxey (Relating to the prohibition of
employment discrimination on the basis of sexual
orientation or gender identity.), As Introduced
**************************************************************************
* No significant fiscal implication to the State is anticipated. *
**************************************************************************
The bill would explicitly waive sovereign immunity for matters relating
to employment discrimination based on sexual orientation. This may result
in a greater number of monetary judgments and settlements against the
state.
Costs relating to the implementation of the bill by the Office of the
Attorney General and the Commission on Human Rights are expected to be
absorbed within the agencies' existing budgets.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
Because the bill waives sovereign immunity for matters relating to
employment discrimination based on sexual orientation, local governments
also could be exposed to a greater number of monetary judgments and
settlements against the state.
