Institutions may realize a reduction in student fees, if the institutions
provide funding to organizations that engage in political or ideological
advocacy.  However, these fees are auxiliary in nature and do not impact
State appropriations.
  
Local Government Impact
  
Junior Colleges may realize a reduction in student fees, if the
institutions provide funding to organizations that engage in political
or ideological advocacy.  However no significant fiscal implication to
units of local government is anticipated.
