LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 5, 2001 TO: Honorable Rene Oliveira, Chair, House Committee on Ways & Means FROM: John Keel, Director, Legislative Budget Board IN RE: HB812 by Walker (Relating to allowing certain hospital districts to vote for appraisal district directors.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would allow certain hospital districts located in a county with a population of less than 20,000 and designated as a medically underserved area by the Texas Department of Health to vote for appraisal district directors. The Texas Department of Health has identified eighty hospital districts that meet the criteria of the bill. The number of votes applied to the board of directors of an appraisal district depends on the tax levy. For instance, a school district would have a higher tax levy than a city or town and a greater number of votes. The Comptroller's office contacted a representative of the Lipscomb County Appraisal District (population 2,973 and designated as a medically underserved area.) He stated that the legislation would cause their board to increase from nine to thirteen members. The Comptroller's office indicates that there would be no significant fiscal impact from the provisions of the bill.
