Fiscal Analysis

The bill would prohibit discrimination in housing, employment, public
accommodations and real estate transactions based on sexual orientation.
The bill would be administered by the Commission on Human Rights, which
is required to adopt rules as necessary. The Commission on Human Rights
would be required to receive, investigate, seek to conciliate and act on
complaints alleging violations of this Act.

Methodology

The Commission on Human Rights would require an additional Senior
Investigator with expertise in expertise in employment, housing and
public accommodations law to handle an estimated 100 complaints per
fiscal year resulting from the bill's enactment. Additional costs for the
salary, operating costs and benefits associated with this additional FTE
are estimated at $60,821 per fiscal year.

Any costs to the Office of the Attorney General are expected to be
absorbed within the agency's existing budget.

Local Government Impact

No significant fiscal implication to units of local government is
anticipated.
