The bill would create a new account in the general revenue to accept gifts or grants for the purpose of implementing this program. The bill would take effect September 1, 2001. Methodology Although it is not possible to estimate accurately the interest on the part of public and private entities in making gifts and grants for this purpose, CLEOSE administered a similar grant program for the Peace Officers Memorial which collected $13,493 in fiscal year 2000. It is assumed for this fiscal note, that donations to the peace officer flag account would be similar in size, and that expenditures related to this program would equal the balance. Based on estimates from the agency, expenditures may possibly exceed the amount of donations into the account, however it is assumed that any expenses above the level of grants and gifts received could be absorbed by the agency.
