The bill would add a definition to the Water Code for nonborder colonias
and provide that those areas would be eligible for grants or loans for
projects relating to water, wastewater, retail distribution of those
services, and basic utility services.  Provisions of the bill would also
authorize the colonia initiatives coordinator to coordinate state
outreach efforts to nonborder colonias and political subdivisions
capable of providing water and wastewater services to those areas.

No significant fiscal implication to units of local government is
