The bill would create a presumption that a court order limiting the
amount of retroactive child support to an amount not to exceed the total
amount of support that would have been due for the four years preceding
the filing of the petition is reasonable and in the best interest of the
child. The bill also authorizes the court with the agreement of the Title
IV-D agency to hold in abeyance the enforcement of any arrearages,
including interest, which has been assigned to the IV-D agency if the
obligor complies with certain requirements.

Though these provisions may limit to some extent the amount of arrearages
which could be collected by the Office of the Attorney General (OAG),
the OAG indicates that there will be no fiscal impact.
