LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 9, 2001 TO: Honorable Paul Sadler, Chair, House Committee on Public Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB933 by Solis, Jim (Relating to the inclusion of certain students attending magnet schools in other districts in the computation of weighted average daily attendance of the school district in which the students reside.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill changes the method for computing weighted average daily attendance for the purposes of determining the extent to which a district must reduce property wealth under Chapter 41 of the Texas Education Code. The bill would include in the calculation of a property-wealthy district's WADA the average daily attendance of students residing in the property-wealthy district but attending a magnet school in a district overlapping the boundaries of the property-wealthy district. The bill would apply to one school district, Point Isabel Independent School District (ISD), which is a property-wealthy district overlapped by South Texas ISD, which runs a health careers high school program. The loss of recapture revenue pursuant to implementation of the legislation is estimated to be $87,000 in each year of the biennium. That amount is not considered significant within the Foundation School Program. Local Government Impact No significant fiscal implication to units of local government is anticipated.
