The bill would creates the Texas Assigned Risk Plan for Drive-a-way
Operators.  The assigned risk plan would be administered by a 15- member
board consisting of eight members representing the interests of
insurers, as selected by the plan members; five members representing
dealers, as selected by dealers; and two licensed drive-a-way operators,
as selected by the Commissioner of Insurance.
